This is a combined synopsis/solicitation for commercial items (RFQ) to procure design, labor, materials, equipment, and miscellaneous items for the installation of electrical power to loading pits at the Colorado Springs Airtanker Base. The electrical power is needed for micro motions meters required for loading retardant onto air tankers, and all electrical work must be weatherproof for outdoor exposure.

• Installation of electrical power to loading pits.

• Supply all labor, materials, equipment, and miscellaneous items.

• All electrical work must be weatherproof.

• Refer to the Statement of Work (Attachment 1) for full electrical project requirements.

• Contract Type: Firm Fixed Price.

• Magnitude of Construction: Between $25,000 to $100,000.00.

• Period of Performance: Estimated Award Date with completion no later than October 30, 2026. (Specific start date not detailed, but delivery is 10/30/2026).

• Bonds: Bid Bond/Offer Guarantee required (20% of quote, not to exceed $3 million). Performance & Payment Bonds required if award exceeds $35,000 (100% Payment Bond) or $150,000 (100% Payment and Performance Bonds).

• Questions Due: April 2nd, 2026, by 1:00 PM Central Daylight Time (CDT).

• Quotes Due: April 22nd, 2026, by 1:00 PM Central Daylight Time (CDT).

• Quote Format: Max 5 pages (excluding Schedule of Items), Times New Roman Font 12, 8x11 paper. Include Technical Approach, Pricing Documentation (Schedule of Items), Bid Guarantee, and Acknowledgement of Amendments.

• Evaluation: Comparative evaluation methodology to determine best value. Factors include Technical Approach (including a 1-3 page narrative and Construction Schedule) and Price. A confidence rating will be assigned based on technical approach and schedule.

• This acquisition is a Total Small Business Set-Aside.

• NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation Contractors.

• Small Business Size Standard: $19 million.

• Offerors must have an active System for Award Management (SAM) registration.

• A site visit is scheduled for March 26th, 2026, at 1:00 PM MST. Contact Joshua Walk or Scott Headrick to coordinate.

• All amendments will be distributed via email; offerors must acknowledge receipt.

• Pricing must be rounded to the nearest whole dollar (no cents).

Statement of Work (SOW) / Performance Work Statement (PWS)

To install electrical power to the loading pits at the Colorado Springs Airtanker Base to support the operation of micromotion meters required for loading retardant onto agency-contracted air tankers.

• Base Item (CLIN 0001 - Pit 1):

  • Install one (1) 100amp 3ph power panel (NEMA 3R or equivalent).
  • Install one (1) 30KVA NEMA 3R Transformer or equivalent.
  • Install necessary feeders and junction boxes.
  • All connections must be weatherproof.
  • Mount conduit a minimum of 12 inches off the bottom of the existing trench.
  • Cut or drill holes for conduit in metal trench grates.
  • Conduit must be sized to accommodate power to Pit 2 if the optional item is awarded.
  • Install one (1) single detachable weatherproof rubber or flexible conduit with two (2) 110V, 15-amp plugs at Pit 1.
  • Power runs from subpanel (Point A) to Pit 1, with a removable conduit section (approx. 30 feet) from containment to grate (Point B).
  • Distance from subpanel to Pit 1 is approximately 375 feet.

• Optional Item (CLIN 1001 - Pit 2):

  • Awarded only if funding allows, at the time of the base award.
  • No separate mobilization costs; covered by Base CLIN.
  • Install required junction boxes.
  • All connections must be weatherproof.
  • Mount conduit a minimum of 12 inches off the bottom of the existing trench.
  • Cut or drill holes for conduit in metal trench grates.
  • Install one (1) single detachable weatherproof rubber or flexible conduit with two (2) 110V, 15-amp plugs at Pit 2.
  • Power runs from subpanel (Point A) to Pit 2, with a removable conduit section (approx. 30 feet) from containment to grate (Point B).
  • Distance from subpanel to Pit 2 is approximately 250 feet.

• Worksite is the secure area of the Colorado Springs Airport, 3475 Bud Breckner Blvd, Colorado Springs, CO 80916.

• Work can be completed 7 days a week, Sunday through Saturday, 0800-1800.

• All contractors must obtain required permits through the Pikes Peak Building Department.

• All electrical work must be weatherproof.

• Installation must meet all applicable Federal, State, and Local codes.

• Contractor personnel will require access granted by USFS personnel.

• Contractor must adhere to all airport rules and regulations.

• Daily progress reports are required via phone and/or email.

• Travel to the site is required daily; reimbursement is the contractor's responsibility.
