The work to be performed under this contract consists of scheduled and/or unscheduled pest inspections and all necessary treatments to prevent or eradicate pests. Scheduled inspections/treatments will occur monthly and/or quarterly on the listed facilities as specified in 1.1.3. Unscheduled inspections/treatments will be performed as needed. Treatment shall emphasize non-chemical techniques. Chemical control techniques shall be utilized with minimal environmental contamination or adverse consequences.
This will be a Base plus 4 option years

Request for Quotes (RFQ) Submission Instructions:
1. Submission Format:
Vendors must submit their quotes in the following format:
- Quotes must be submitted on company letterhead.
- Quotes must be broken down by Contract Line Item Numbers (CLINs) as outlined in the PWS for the base year and each option year:
- Base Year: 01 January 2026 – 31 December 2026
- Option Year 1: 01 January 2027 – 31 December 2027
- Option Year 2: 01 January 2028 – 31 December 2028
- Option Year 3: 01 January 2029 – 31 December 2029
- Option Year 4: 01 January 2030 – 31 December 2030
- Each CLIN must include:
- Unit price per year
- Total price per year
- Description of services
- Warranty provisions (e.g., six-month warranty for emergency treatments).
2. Required Documentation:
Vendors must include the following with their quotes:
- Massachusetts Pesticide Applicator Licenses for all employees performing work.
- Proof of liability insurance.
- List of chemicals, product labels, and Safety Data Sheets (SDS) for all products intended for use.
- Technical plan addressing:
- Methods of inspections and treatments.
- Use of integrated pest management techniques.
- Environmental protection measures.
- Safety protocols.
- Past performance references for similar contracts (include contract numbers and points of contact).
3. Pricing Structure:
Provide pricing for each CLIN for the base year and each option year. Ensure all pricing is detailed and includes:
- Labor costs
- Materials/chemicals
- Equipment
- Any additional costs associated with emergency response times.
4. Submission Deadline:
Quotes must be submitted via email to [insert email address] no later than December 22, 2025, at 12pm. Late submissions will not be considered.
5. Evaluation Criteria:
Quotes will be evaluated based on the following factors:
- Technical Plan: Quality control, environmental protection, safety measures, and compliance with the PWS.
- Past Performance: Demonstrated experience with similar contracts in size and scope within the last five years.
- Price: Vendors must provide pricing for the base year and all option years. While price is not the primary factor, it will be considered when determining the best value to the Government.

Potential site visits must be scheduled in advance and coordinated through the Contracting Officer's Representative (COR). All site visits must be completed by December 18, 2025, and vendors are responsible for adhering to any site-specific safety or security requirements.
