• No site-visits or individual tours will be scheduled; self-guided tours are permitted during operating hours.

• Pricing must be FOB Destination and all-inclusive.

• The Government intends to make award without discussions.

Statement of Work (SOW)

This document outlines the requirements for providing sod, topsoil, compost, and sand to Jefferson Barracks National Cemetery, ensuring the maintenance of national shrines that honor Veterans.

• Sod Delivery and Installation: Requires tall fescue type turf, healthy and free of contaminants. Installation must be sequential, starting with the oldest burials, and completed within 12 hours of delivery. Specific quality standards and dimensions for sod pieces are detailed. The contractor is responsible for debris removal.

• Topsoil Delivery: Requires well-graded, natural, friable soil free of foreign matter and with a specific pH range. Delivery is by tandem axle truck, and orders are typically up to 30 cubic yards, with a 3-business day fill time.

• Compost Delivery: Requires STA certified compost, organic matter, free of subsoil and foreign matter. Delivery is by tandem axle truck. The contractor must provide STA certification results.

• Sand Delivery: Requires Mississippi River Sand (SSA) or equivalent, free of foreign material. Delivery is by truckload, and orders are placed on an as-needed basis with a 3-business day fill time.

• Sod quality must be consistent with established cemetery turf and free of pests and weeds. Failure to meet standards may result in rejection.

• Topsoil and compost must meet specific grading, quality, and composition standards.

• All deliveries must be accompanied by signed delivery documents.

• The contract period is from the date of award through the end of March 2027.

• Deliveries are FOB Destination to Jefferson Barracks National Cemetery, St. Louis, MO.

• Contractor Personnel: Must maintain professional appearance, adhere to dress code (long pants, buttoned shirts, appropriate footwear), and exhibit decorum. No smoking in undesignated areas. Contractor must provide restroom facilities.

• Storage: Government is not responsible for contractor's stored items or equipment.

• Safety: Contractor is responsible for safe storage of chemicals and maintaining fire extinguishers.

• Operational Impact: Work must not interfere with cemetery operations or committal services. Work must not occur within 250 feet of an ongoing interment service.

• Contract Management: A Site Manager must be on-site. Coordination with the Contracting Officer's Representative (COR) is required for scheduling and order placement.
