Combined Synopsis Solicitation: Equipment Maintenance Contract for Two (2) Illumina NextSeq 2000

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide maintenance services for two Illumina NextSeq 2000 sequencers.

• NextSeq 2000 Silver Support Plan: Includes full coverage for parts, labor, and travel; reagent replacement upon hardware failures; one preventive maintenance (PM); 18x5 remote technical support; two business day on-site response target; control software and hardware updates; on-site applications support; and remote monitoring.

• Preventive Maintenance: One planned preventive maintenance per sequencer during the contract period, performed by technically qualified factory-trained personnel. Service includes thorough cleaning, calibration, adjusting, inspection, and testing according to manufacturer's procedures.

• Emergency Service: On-site emergency repair service provided during normal working hours (Monday-Friday, excluding Federal Holidays). A two-day initial response is required for inspection and repair to restore equipment to normal operating condition.

• Replacement Parts: All required replacement parts (excluding consumables) will be furnished at no additional cost to the Government, meeting original equipment specifications. Parts will be delivered the next business day.

• Software Updates/Service: Provision of software service and updates per manufacturer's latest procedures, including telephone access to technical support for program software and troubleshooting. Advance Government approval is required for software installations.

• Technical Telephone Support: 18 hours per day, 5 days per week, for troubleshooting and application support, excluding Federal holidays.

• Two business day on-site response target for emergency service.

• Service to be performed by technically qualified factory-trained personnel.

• Period of Performance: April 1, 2026, to March 31, 2027 (twelve months).

• Place of Performance: Genetics Branch, CCR, NCI, 37 Convent Drive, Building 37, Room 6016, Bethesda MD 20892.

• Personnel Qualifications: Technically qualified factory-trained personnel are required. At least one backup support person with equivalent expertise must be available.

• Service Exclusions: The Contractor is not responsible for repairs due to abuse, neglect, vandalism, Acts of God, fire, or water.

• Invoicing: Invoices must comply with FAR 52.232-25 (Prompt Payment) and HHSAR 352.232-71 (Electronic Submission of Payment Requests), submitted via the Department of Treasury Invoice Processing Platform (IPP) or successor system, with a copy to the COR.

• Type of Order: Firm fixed-price purchase order.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for a firm-fixed-price purchase order for equipment maintenance services for two (2) Illumina NextSeq 2000 systems. The acquisition is conducted as non-competitive, with the intent to award to Illumina, Inc., as they are the sole authorized provider of routine maintenance and OEM parts for this equipment. The services will be performed at the National Cancer Institute (NCI) in Bethesda, MD.

• Equipment maintenance services for two (2) Illumina NextSeq 2000 systems.

• Specific details regarding the maintenance services are provided in Attachment 1 – Statement of Work (SOW).

• The contract requires manufacturer-authorized service, including OEM parts, software updates, and technical support.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: April 1, 2026, to March 31, 2027, for each CLIN.

• CLIN 1 & 2: Illumina NextSeq 2000 Silver Support Plan, Serial # VH01088 and VH00254, Catalog # 20040667.

• Offerors must include sufficient information to establish bona-fide capabilities.

• Price quotes must include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point, product or catalog number(s), and product description.

• Evaluation will ensure quotations conform to requirements, provide manufacturer-authorized service, and reflect a fair and reasonable price. Past performance may also be considered.

• Quotations must be received by 10:00 AM, Eastern Standard Time, on March 20, 2026.

• This acquisition is not set-aside for small business concerns.
