Contract Details
- Contract Type: Firm-Fixed-Price.
- Period of Performance: One (1) 12-month base period, anticipated to start April 1, 2026, followed by up to four (4) 12-month option periods.
- NAICS Code: 325120 (Industrial Gas Manufacturing), with a small business size standard of 1,200 employees.
- Set-Aside: Full and Open Competition. Small businesses not certified as such must submit a subcontracting plan.
- Registration: Offerors must be registered in the System for Award Management (SAM).
Key Requirements
- LN2 Supply & Delivery: Procure, deliver, and fill liquid nitrogen to NIST-owned and rented tanks, ensuring specific purity levels (e.g., 5.4 grade for Gaithersburg/Charleston, 5.3 grade for Boulder) and preventing tanks from running out. Emergency fills must be completed within six hours.
- Equipment: Provide, maintain, and repair rented tanks, vaporizers, and telemetry units. Telemetry units must provide NIST access to tank readings via a password-protected website.
- Inspections: Conduct annual inspections of all covered tanks (NIST-owned and contractor-owned) in accordance with API Standard 653, submitting reports within 15 days.
- Customer Service: Maintain 24/7 customer service with operators responding within one hour.
- Security & Safety: Delivery drivers must be pre-authorized by NIST Security, and all contractor employees must comply with NIST security regulations, obtain identification badges, and register vehicles. Registration is required by January 16, 2026, for U.S. citizens and January 12, 2026, for non-U.S. citizens, as detailed in Attachment A. Failure to attend may impact a bidder's ability to claim issues after contract award.
