Statement of Work (SOW) / Performance Work Statement (PWS)

The National Institute of Standards and Technology (NIST) requires the procurement of one (1) oscilloscope to support the development of standard reference materials (SRMs) for magnetic moment. This oscilloscope will be integrated into NIST’s Absolute Magnetometer to accurately measure force and ensure SI-traceability for next-generation memory and computing technologies.

The contractor shall provide one (1) new oscilloscope, including FOB destination delivery and a minimum 1-year warranty. The oscilloscope must meet specific technical requirements, including:

• Bandwidth: up to at least 2.5 GHz
• Sampling Rate: at least 20 GSa/s on two channels
• Record Length: at least 1 Gpts/channel on two channels
• ADC Resolution: 12 bits (specify ENOB)
• Vertical Resolution: at least 8 bits
• Input Channels: at least four analog channels
• Input Impedance: 1 MΩ ± 1% and 50 Ω ± 3% (or less)
• Jitter: ≤ 80 fs
• Computer Connectors: USB
• Calibration: Traceable to the SI

Additionally, the following items are required:

• Four (4) Passive X10 probes (≥0.5 GHz bandwidth)

• Four (4) High Current Probes (DC to ≥5 MHz, up to 150 ARMS)

• Software for data download (V(t) or I(t))

• Two (2) sets of manuals (hard copy or electronic)

• Delivery: No later than 6 months after receipt of order.

• Place of Delivery: NIST Gaithersburg, 100 Bureau Drive, Building 301, Gaithersburg, MD 20899.

• Place of Performance: Contractor's facility.

• All equipment must be new; used, remanufactured, experimental, prototype, or custom items are not acceptable.

• "Gray market" components are not acceptable.

• Items must be shipped in original manufacturer’s packaging with all documentation and software.

• Warranty: Minimum of one (1) year after receipt, covering materials, labor, and shipping.

• Payment: 100% upon installation and acceptance by the NIST Technical Point of Contract (TPOC).

• Inspection: NIST reserves the right to perform performance tests. Visual inspection will be conducted upon receipt.

Statement of Work (SOW)

To procure one (1) oscilloscope system, including delivery and a minimum 1-year warranty, for integration into NIST's Absolute Magnetometer. This instrument is critical for measuring magnetic materials for next-generation memory and computing by enabling the certification of new magnetic Standard Reference Materials (SRMs).

Provide one new oscilloscope system meeting all specified technical requirements. The system must be capable of accurate force measurement traceable to the kilogram and integrate with the Absolute Magnetometer's control computer.

  • Calibration: Traceable to the SI

• Probes:

  • Passive X10 probes (4 units): Bandwidth ≥ 0.5 GHz, <11 pF capacitance, ≥ 3 m cable.
  • High Current Probes (4 units): Bandwidth DC to ≥ 5 MHz, Max Current 150 ARMS, Peak Pulse Current 500 A, ≥ 3 m cable.

• Software: Capable of downloading V(t) or I(t) data.

• Manuals: Two (2) sets (hard copy or electronic) covering operation, maintenance, and troubleshooting.

• Delivery: No later than 6 months after receipt of order.

• Place of Delivery: NIST Gaithersburg, 100 Bureau Drive, Building 301, Gaithersburg, MD 20899.

• Place of Performance: Contractor's facility.

• All items must be new; no used, remanufactured, experimental, or prototype items.

• No "gray market" components.

• Items must ship in original manufacturer's packaging with all original documentation and software.

• Delivery is F.O.B. Destination.

• Minimum 1-year warranty on the entire system, commencing upon acceptance.

• Payment upon receipt of invoice and successful demonstration of performance.

• Visual inspection by NIST TPOC for defects or transport damage.

• Government reserves the right to perform performance tests.

• Acceptance testing expected within 4 weeks of receipt.

• Government may reject non-conforming supplies at no cost to the Government.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial products or services, prepared in accordance with FAR Part 12. The acquisition is for an Oscilloscope, X10 Probes, High Current Probes, and associated shipping. This announcement is the only solicitation; no separate written solicitation will be issued.

• Contract Type: Firm-fixed-price purchase order (PO) anticipated.

• Acquisition Procedures: Simplified acquisition procedures under FAR Part 12.

• Submission Deadline: May 8, 2026, by 10:00 am Eastern Time (ET).

• Quotation Validity: 90 days from the due date.

• Evaluation Criteria: Award will be made to the responsible quoter who meets all technical specifications and proposes the lowest price (Lowest Priced, Technically Acceptable).

• Evaluation Process: The Government will evaluate quotations starting with the lowest-priced. If the lowest-priced quote is technically acceptable, no further technical evaluations will be performed. Failure to address any factor may result in an unacceptable rating.

• Pre-Quote Inquiries: Submit questions in writing via email no later than 3 calendar days after solicitation issuance.

• Competition: Unrestricted full and open competition.
