Scope of Work
NIST requires one (1) new oscilloscope system, including delivery and a minimum 1-year warranty. The system must meet specific technical requirements to accurately measure force and ensure SI-traceability for next-generation memory and computing technologies.
Key Technical Specifications include:
- Oscilloscope: Bandwidth ≥ 2.5 GHz, Sampling Rate ≥ 20 GSa/s (2 channels), Record Length ≥ 1 Gpts/channel (2 channels), ADC Resolution 12 bits, Vertical Resolution ≥ 8 bits, ≥ 4 analog channels, Input Impedance 1 MΩ ± 1% and 50 Ω ± 3%, Jitter ≤ 80 fs, SI-traceable calibration.
- Probes: Four (4) Passive X10 probes (Bandwidth ≥ 0.5 GHz, cable length ≥ 1.3 m) and Four (4) High Current Probes (Bandwidth DC to ≥ 5 MHz, Max Current 150 ARMS, Peak Pulse Current 500 A, cable length ≥ 2 m).
- Software: Capable of downloading V(t) or I(t) data.
- Manuals: Two (2) sets (hard copy or electronic).
All items must be new, shipped in original manufacturer's packaging, and free from "gray market" components.
Contract & Delivery
- Contract Type: Firm-fixed-price purchase order (PO) is anticipated.
- Acquisition Procedures: Simplified acquisition procedures under FAR Part 12.
- Delivery: No later than 6 months after receipt of order to NIST Gaithersburg, MD.
- Warranty: Minimum one (1) year, commencing upon acceptance.
- Payment: 100% upon installation and acceptance by the NIST Technical Point of Contact (TPOC).
Submission & Evaluation
- Submission Deadline: June 12, 2026, 10:00 AM ET.
- Submission Method: Electronic quotations via email to nina.lin@nist.gov and tracy.bisson@nist.gov. The RFQ number must be referenced in the subject line.
- Quotation Format: Must be clearly divided into three volumes: Technical, Price, and Terms and Conditions.
- Quotation Validity: 90 days from the due date.
- Evaluation Criteria: Award will be made to the responsible quoter meeting all technical specifications and proposing the lowest price (Lowest Priced, Technically Acceptable - LPTA). The Government will evaluate the lowest-priced quote first; if technically acceptable, no further technical evaluations will be performed.
- Pre-Quote Inquiries: Submit questions in writing via email no later than 3 calendar days after solicitation issuance.
