• Quotation Preparation: Quotations must be clearly written, indexed (or have a Table of Contents), and paginated. They must be divided into three distinct volumes: Technical Quotation, Price Quotation, and Terms and Conditions.

Statement of Work (SOW) / Performance Work Statement (PWS)

The National Institute of Standards and Technology (NIST) Dimensional Metrology Group requires a highly accurate Surphaser Terrestrial Laser Scanner (TLS) to establish reference values for developing a documentary standard for performance verification of TLSs used by forensic practitioners.

• Purchase of a Surphaser 100HSX_IR 3D TLS system.

• The system must meet or exceed specified minimum requirements for accuracy, range, and angular specifications.

• Key technical specifications include:

  • Hemi-spherical scanner (full dome).
  • Phase-shift range measurement technology.
  • Minimum 35 m range.
  • Range noise: 0.07 mm at 10 m (90% reflective), 0.41 mm at 10 m (10% reflective).
  • Range uncertainty: ± 0.35 mm at 5 m.
  • Angular range: 270º vertical, 360° horizontal.
  • Angular uncertainty: 15ʺ or less (combined).

• All items must be new, not experimental, prototype, or custom.

• Delivery shall be FOB Destination (or equivalent) not later than 30 days After Receipt of Order (ARO).

• Delivery location: National Institute of Standards and Technology, 100 Bureau Drive, Building 220, Gaithersburg, MD 20899.

• NIST will perform ASTM E3125-17 tests to verify system performance.

• Onsite inspection and acceptance within 30 business days of receipt.

• Contractor has the right to be present during government tests at their expense.

• Minimum one-year warranty for the entire system after acceptance.

• 100% payment after inspection and acceptance by the Technical Point of Contact (TPOC), following completion of testing procedures.
