Contract & Timeline
This is a Firm-Fixed-Price contract. The period of performance for delivery, installation, and training is 6 months (4 months for delivery, up to 30 days for installation, and up to 30 days for training). Optional items include an additional consumables kit and extended service/maintenance for up to four option years. The solicitation is unrestricted, open to all interested offerors. Submission & Evaluation
Quotations must be submitted electronically to nina.lin@nist.gov and forest.crumpler@nist.gov by January 23, 2026, at 3:00 PM EST. Questions are due five calendar days after solicitation issuance. Submissions must be divided into four distinct volumes: Technical, Experience, Price, and Terms and Conditions. Evaluation will be based on a best value approach, where non-price factors (Technical and Experience) are significantly more important than price. Technical evaluation will assess compliance with SOW requirements, and experience will review prior relevant contract performance. A Secure Software Development Attestation Form (Attachment 2) is required.
Special Requirements
All equipment must be new, commercially available "off the shelf" products. Cybersecurity and privacy requirements consistent with federal laws and NIST standards (e.g., FISMA, SP 800-171) must be met. Offerors must be registered in SAM.gov. Payment is 100% after acceptance of the fully installed system and successful completion of testing.
