This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submission of written quotes will only be accepted via email.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. The associated NAICS code is 513120 Periodical Publishers, with a small business size standard of 1,000 employees.

This requirement is for the renewal of an online institutional subscription providing access to journals published by John Wiley & Sons.  The required institutional enhanced access license allows multiple users online access to 1,474 journals in the Online Wiley Library.  Individual journal titles are listed in Attachment 1.  DOE intends to award this requirement as a firm-fixed contract with a one-year base period and four one-year option periods.  Subscription period is for the 2026 calendar year.
