Submission & Evaluation

Offerors must submit:

  • A Firm Fixed Price quotation on company letterhead, detailing itemized supply description, price for each with total, valid for at least 30 days. Place of manufacture is REQUIRED.
  • SF-1449.
  • Sam.gov Unique Entity ID (UEI).
  • Capability Statement and/or technical documentation/brochures demonstrating technical capability to meet or exceed ALL Performance Elements in the Specifications (Attachment 2). Submissions must be emailed to Elizabeth.Calhoun@usda.gov with the solicitation title and number in the subject line. Failure to submit all requested items will result in rejection. Evaluation will be based on Lowest Priced Technically Acceptable (LPTA), considering Technical Approach and Price. Past Performance may also be considered. The Government intends to award without discussions but reserves the right.

Payment will be made via the Department of Treasury's Invoice Processing Platform (IPP). This solicitation incorporates numerous FAR and AGAR clauses by reference, including AGAR clause 452.203-71 regarding Anti-Discrimination and Diversity, Equity, and Inclusion (DEI) Compliance.
