Sources Sought

This document is a Sources Sought notice for market research regarding the STRATCOM Building Maintenance Contract (BMC) Support. It is an initial step for a follow-on requirement for the 55th Wing at Offutt Air Force Base, Nebraska. The contract will cover comprehensive services for operating, maintaining, repairing, inspecting, upgrading, and ensuring the continuous, safe, and efficient operation of all infrastructure, systems, equipment, facilities, and grounds at STRATCOM HQ, B1000.

The contract requires a 3-tier maintenance strategy (Predictive, Preventative, Corrective) across four critical infrastructure focus areas:

• HVAC & Environmental Controls: Precision cooling for data centers and secure areas.
• Electrical & Power Infrastructure: Ensuring backup grids and HEMP-hardened systems.
• FRCS/C2 Networks: Network telemetry, system patching, and hardware swaps.
• General Structural & Facility Support: Building envelope, high-security access, and life-safety systems.

Services include preventative and corrective maintenance, scheduled sustainment, emergency repairs, inspections, testing, certifications, regulatory compliance, reporting, and necessary installations/modifications/upgrades.

This is a Sources Sought notice and not a solicitation. The government is seeking information to determine acquisition strategy, specifically regarding potential set-asides for small businesses.

Interested contractors should submit capability packages electronically. Key information requested includes:

• Company Information: Name, address, POC, Cage Code, DUNS, business size, security clearance level. Must be registered in SAM.gov.
• Service Offering Matrix: Demonstrating capabilities across all maintenance services, with examples of past projects, contract numbers, and client contacts.
• Personnel Qualifications and Certifications Matrix: Detailing required qualifications and certifications for key roles, with a plan for addressing any gaps.
• Past Performance: Three detailed examples of similar prime contractor projects within the last five years.
• Emergency Response Plan: A detailed 24/7 plan outlining procedures, communication, and resource allocation.

Capability packages must be UNCLASSIFIED, not exceed 30 pages, and use 12-point Times New Roman font. Submission is via email to the points of contact listed in the document.

The government is seeking information to determine if the acquisition should be a total set-aside for small businesses or another FAR Part 19 provision. Responses will help determine if small businesses can meet the requirements.

• A SECRET Facility Security Clearance (FCL) is required. Some personnel may require TS SCI eligibility.
• Respondents are requested to provide typical response times for emergency repair services and any limitations to their geographic service area within Offutt AFB.
• This notice does not commit the Government to any acquisition approach.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive maintenance and repair services for the Command and Control Facility (C2F) at Offutt Air Force Base, Nebraska. The goal is to ensure cost-effective operations, maintenance, and repair functions to prevent deterioration and maintain critical mission support.

The contractor shall provide facility support services including facility investment, utility maintenance, and fire protection maintenance for specific Real Property Facility Numbers (B1000, B1001, B1002, B1003, B1004, B1010, B1011, B1022, and Quarter's 16). Services encompass a wide range of building systems such as HVAC, plumbing, electrical, fire alarm/suppression, structural maintenance, roofing, and more. This includes predictive, preventive, and corrective maintenance, as well as emergency work order response.

• Emergency Work: On-site response within 1 hour for most facilities, 2 hours for Bldg. 16.
• Customer Service: 24/7 availability for service calls; 15-minute acknowledgment for emergency work orders.
• Reporting: Various weekly, monthly, and quarterly reports are required (e.g., Customer Service Call Log, PM Weekly Report, SSW Weekly Report).
• Quality Control: A Quality Control Plan (QCP) is mandatory, with specific performance thresholds and remedies outlined.

Services are to be performed at Offutt Air Force Base, Nebraska, specifically within the Command and Control Facility (C2F) and its associated structures.

• Staffing: Requires Subject Matter Experts (SMEs) for technical data and RFI responses within 30 days.
• Certifications: Electricians must be certified Journeymen minimum. OEM certified technicians are required for specific systems (ABB, Cummins).
• Security: Work will be performed in a secure area, requiring appropriate security clearances (minimum Secret, with potential for Top Secret/SCI) and adherence to strict access protocols.
• Compliance: Adherence to all applicable federal, state, and local laws, Unified Facilities Criteria (UFC), Air Force Instructions (AFIs), and life safety codes is mandatory.
• Reporting: Numerous Data Requirements Lists (DRLs) detail specific reporting obligations.
• Environmental: Compliance with environmental regulations regarding hazardous materials, waste disposal, and spill prevention is required.
