Scope of Work
The contractor will provide prototype validation, research and development, software development, implementation, testing, and verification for advanced C2 technologies. Key activities include developing software products utilizing microservices, containers, service mesh, and Kubernetes; researching C2 application functionality; implementing AI, ML, and Operations Research; capturing user stories; applying cybersecurity best practices; and utilizing a DEVSECOPS pipeline. Specific software development tasks involve tools like RAPT, WarCaT, True Numbers, BIGS, NOVA, ACED, ACOR-N, LLM for operational requirements, AEGIS Combat System software, NARD, and integration of Generative AI. The work supports unclassified to TS/SCI levels, requiring appropriate clearances and JWICS accounts.

Key Requirements & Deliverables
Work will be performed in accordance with the Statement of Work (Attachment 0001), Contract Security Classification Specification (DD 254 - Attachment 0002), and Contract Data Requirements List (CDRL - Exhibit A). Requirements include safeguarding covered defense information, cyber incident reporting, NIST 800-171 compliance, and personnel security. Deliverables include various reports, software products, and documentation as specified in the CDRL.
Submission & Evaluation
Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment Capabilities (PIEE) Solicitation Module. Key submission requirements include a cover letter, key personnel resumes, oral presentations, a cost/price narrative, and a cost proposal using the provided template. Evaluation will proceed in sequential steps:
- Factor 1 (Go/No-Go): Key Personnel Qualifications.
- Factor 2 (Technical Rating & Ranking): Based on Oral Presentations (scheduled for August 2026, via Microsoft Teams, limited to 4 personnel, 1-hour sample task presentation).
- Factor 3: Cost Realism & Price Evaluation. Award will be made to the highest technically rated offeror with a fair and reasonable price. All proposals must be UNCLASSIFIED.
