This document is a Justification for Other Than Full and Open Competition (J&A) for Internet and Cable TV services for Joint Base Pearl Harbor Hickam (JBPHH).

This J&A explains why the agency intends to solicit only one source, Charter Communications Operating LLC (dba Spectrum Enterprises), for these services. The primary reasons cited are:

• Existing Infrastructure Ownership: Charter Communications owns the existing fiber optic and copper coaxial cable infrastructure that provides internet and cable TV signals to the required locations.
• Physical Restrictions: Hard-wired cable is necessary due to restrictions on modifying, adding, or mounting fixtures on buildings within historical districts on JBPHH. Satellite is not an acceptable alternative.
• Mission Impact: Any other source would need to develop and install a new infrastructure, which could not be completed before the existing contract expires, leading to unacceptable delays and interruptions in service.

The period of performance is March 1, 2026, to February 28, 2027. The document is approved by the Contracting Officer and other relevant authorities, confirming that Charter Communications is considered the only responsible source capable of meeting the requirement without causing significant delays or service interruptions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide continuous and uninterrupted cable TV and high-speed internet services for the Joint Base Pearl Harbor Hickam (JBPHH) complex.

• Furnish all labor, equipment, repair/replacement parts, supplies, and materials for installation, operation, and maintenance of on-site cable TV and high-speed internet support services.

• Services must be provided 24/7.

• Cable TV service is a minimum requirement due to historical building restrictions (satellite dishes are not acceptable).

• Internet services should offer various bandwidth levels, with a minimum download speed of 300 Megabits per second via wired connections.

• Provide two public access channels for military/government content.

• Maintain complete inventory lists for each account.

• Cable TV signal availability: 99% for all channels.

• Internet service availability and speed: At or better than required speed 99% of the time.

• Service response time: Service restored within 24 hours of Contractor's response, 99% of the time.

• New service installation/transfer: Completed within 7 days, 99% of the time.

• Public access channels availability: 99% for 2 public access channels.

• Inventory list accuracy: 95% accurate.

• Invoicing: 99% of invoices submitted within 4 months of service.

• Period of Performance: 12 months.

• Place of Performance: Refer to the purchase order for specific locations.

• Contractor must provide written price quotes for new services or changes within five business days.

• Service interruptions exceeding 24 hours from initial response will result in a pro-rata credit.

• Contractor must comply with all applicable Federal, State of Hawaii, CNRH, and local laws, regulations, and procedures.

• All work is restricted to US citizens and US nationals.

• Contractor personnel require identification cards, base vehicle passes, and may require a DoD Common Access Card (CAC) and background checks/investigations for access to facilities and IT systems.

• Contractor must implement a Quality Control Plan (QCP).

• Government-furnished property and services will not be provided, except for existing electrical outlets.

• Contractor personnel must clearly identify themselves as contractor employees and not DoD employees.

• Contractor personnel must safeguard sensitive information and data.
