Justification for Sole Source
The Government's intent to solicit only Charter Communications (Spectrum Enterprises) is based on a Justification for Other Than Full and Open Competition (J&A). The primary reasons are:
- Existing Infrastructure: Charter Communications owns the necessary fiber optic and copper coaxial cable infrastructure.
- Physical Restrictions: Hard-wired cable is required due to restrictions on modifying buildings in historical districts; satellite is not an option.
- Mission Impact: Any other source would require new infrastructure installation, causing unacceptable delays and service interruptions before the current contract expires.

- Personnel: All work is restricted to US citizens and US nationals. Contractor personnel require identification, base passes, and potentially CAC/background checks.
