Quick Summary

The NAVSUP Fleet Logistic Center Pearl Harbor (FLCPH) is seeking Cable Television & Internet Services for Joint Base Pearl Harbor Hickam (JBPHH), Hawaii. This is a sole-source combined synopsis/solicitation for commercial items, with the Government intending to negotiate with Charter Communications Operating LLC (dba Spectrum Enterprises). Interested parties may identify their capability to respond.

Scope of Work

The requirement is for 12 months of continuous and uninterrupted on-site cable television and high-speed internet services for JBPHH. Key services include:

  • Furnishing all labor, equipment, and materials for installation, operation, and maintenance.
  • Providing 24/7 cable TV and internet services, with a minimum internet download speed of 300 Mbps via wired connections.
  • Maintaining two public access channels for military/government content.
  • Adhering to performance standards such as 99% service availability and 24-hour service restoration.

Contract Details

  • Opportunity Type: Combined Synopsis/Solicitation (RFQ N0060426Q4013)
  • Contract Type: Commercial items (FAR Part 12)
  • Period of Performance: March 1, 2026, to February 28, 2027 (12 months)
  • Place of Performance: Joint Base Pearl Harbor Hickam (JBPHH), HI
  • Set-Aside: Other than Full and Open Competition (Sole Source)

Justification for Sole Source

The Government's intent to solicit only Charter Communications (Spectrum Enterprises) is based on a Justification for Other Than Full and Open Competition (J&A). The primary reasons are:

  • Existing Infrastructure: Charter Communications owns the necessary fiber optic and copper coaxial cable infrastructure.
  • Physical Restrictions: Hard-wired cable is required due to restrictions on modifying buildings in historical districts; satellite is not an option.
  • Mission Impact: Any other source would require new infrastructure installation, causing unacceptable delays and service interruptions before the current contract expires.

Key Requirements & Submission

  • Personnel: All work is restricted to US citizens and US nationals. Contractor personnel require identification, base passes, and potentially CAC/background checks.
  • Compliance: Quoters must be registered in SAM.gov (System for Award Management) and be familiar with applicable FAR and DFARS provisions and clauses, including those related to covered defense telecommunications equipment and Wide Area WorkFlow (WAWF) payment instructions. Compliance with NIST SP 800-171 DoD Assessment Requirements is also highlighted.
  • Quote Content: Quotes must include price(s), FOB point, point of contact, GSA contract number (if applicable), business size, and payment terms. Quotes over 10 pages will not be accepted by facsimile.
  • Response Due: February 25, 2026, at 1400 HST.
  • Contact: Troy Wong, troy.r.wong2.civ@us.navy.mil.
