Quick Summary
The DEPT OF THE ARMY, specifically the Program Manager for Protection and Integration, is conducting a Sources Sought / Request for Information (RFI) to identify domestic suppliers of commercial off-the-shelf (COTS) commando mission uniforms. The purpose is to understand current market offerings and production capabilities within reasonable lead times. This is for market research only and is not a solicitation or development effort. Responses are due March 16, 2026, at 3:00 PM ET.
Scope of Work
The mission uniform must provide protection against natural and man-made environmental conditions and hazards, including hot metal (up to 300 degrees for 3 seconds), rocky terrain, abrasion, and slash hazards. It needs to function in temperate to hot conditions (50F to 110F) during high-output activity. Key design requirements include:
- Joint protection for knees and elbows with user adjustability.
- Compatibility with load carriage equipment (body armor, gun belts, hoist harness).
- Functional pocket configuration for assaulter equipment.
- Unrestricted dynamic movement (running, climbing, shooting).
- Sizing: 5th to 95th percentile for both male and female.
- Print Options: Solid and Multi Cam.
Material & Design Specifications
Uniform fabric must hold water to affect body temperature and offer abrasion resistance against jagged metal and sharp objects. Pants must be compatible with gunfighter tactical belts, and specific pocket dimensions and flap designs are detailed. Knee protection must be adjustable and replaceable with an outer hard shell. The top collar requires 3 inches of vertical coverage.
Submission Requirements
Interested suppliers must submit:
- Product description, including fiber blend percentages, finishes, and Berry compliance.
- Technical parameters of materials and end items with documented test/analysis.
- Information on dyeability/printability for required colors.
- Identification of advantages/disadvantages if multiple materials are proposed.
- Certification of no dermal health hazard and toxicity data for prolonged skin contact.
- Statement of all assumptions and required Government support.
- Estimated unit cost for fabric/material and end items.
- Identification of unusual lead times or intellectual property/data rights restrictions.
- Company name, size, Unique Entity ID (UEI), and business category.
- Contact person's name, email, and telephone.
