Purpose

Scope of Work
The CSO focuses on two core areas:
- Portfolio Management: Analyzing global market sectors, industry value chains, market trends, and competitive strategies to identify and mitigate economic risks. Current technology interests include Aviation, Space, Digital, Manufacturing, and Maritime.
- Strategic Initiatives: Providing innovative analyses of the global industrial base to identify and mitigate risks to the DoD and U.S. Air Force. This includes understanding macro-economics, trade, investment, competitor nations' tactics, and foreign industrial policies.
Contract & Timeline
- Type: Commercial Solutions Opening (CSO) - Open Two-Step with Calls. Awards may be made under the Federal Acquisition Regulation (FAR) or via Other Transaction Authority (OTA). Cost sharing may be required for OTA awards.
- Set-Aside: Full and Open Acquisition.

Submission & Evaluation
This is a two-step process:
- White Paper Submission: Contractors submit White Papers (10-35 pages suggested) including a Cover Page, Technical/Management section, and a Rough Order of Magnitude (ROM). White Papers are evaluated on Technical/Management potential and Price/Affordability (ROM), and rated as "Highly Recommended," "Selectable," or "Not Selectable."
- Invitation to Propose (ItP): Highly Recommended or Selectable White Papers may lead to an ItP, detailing specific terms, conditions, and proposal submission instructions.
Eligibility
White Papers will be considered from all interested vendors, including small businesses and non-traditional contractors. Foreign-owned firms must notify the Contracting POC.
