Key Clarifications & Requirements
- Drivers: Drivers will generally be provided by military personnel unless specifically requested, in which case their cost should be reflected in CLIN 0002. The Government may request bus delivery and/or drivers with as little as 24 hours' notice.
- Pricing: The "Unit Price" on the pricing schedule represents a daily rate per bus. Offerors may include weekly/monthly rates as informational.
- Liability: The Government accepts liability for the bus once accepted and in their possession.
- Contractor Responsibilities: Includes all insurance, registration, vehicle maintenance, and repairs. The Government will provide fuel for operations.
- Wage Determination: Bidders must adhere to the U.S. Department of Labor's Service Contract Act (SCA) Wage Determination No. 2015-5117, Revision No. 29, for labor costs in the specified Arkansas counties.
Submission & Evaluation
- Submission: Offers must be signed, dated, and submitted by the deadline. Price must be submitted on a quote or combo, with optional documentation like past performance. Offers must include solicitation number, contact details, technical description, warranty, price breakdown, "remit to" address, and current SAM.gov registration (including CAGE Code, representations, and certifications).
- Evaluation Criteria: Price and Technical Evaluation/Capability are considered equally important. The Government will rank offers by price, then conduct a technical evaluation to determine "Acceptable" or "Unacceptable" based on meeting Performance Work Statement (PWS) requirements. Award will be made to the offeror with the best combination of Price and Technical Capability/Acceptance. The Government intends to award at least one (1) and no more than three (3) BPAs.
- Offer Validity: Offers must remain valid for at least 60 calendar days from the receipt date.
Important Notes
Offerors must acknowledge all solicitation amendments. A mandatory "kick-off" meeting is required within twelve days of contract award.
