Amendment / Modification

This addendum modifies the evaluation factors for the solicitation. Key changes include:

• Clarification that the Government will award a Blanket Purchase Agreement (BPA) with a ceiling of $2,499,999.99 and an individual call limit of $25,000.00.

• The evaluation will consider Price and Technical Evaluation/Capability.

• Price and technical evaluation/capability are considered equal in importance.

• The evaluation process involves ranking offers by price first, then conducting a technical evaluation of responsive offers to determine "Acceptable" or "Unacceptable" based on meeting PWS requirements.

• The technical evaluation will continue until at least one but no more than three offerors are deemed "Acceptable".

• If fewer than three offers are received, all will undergo technical evaluation.

• If no offer is "Acceptable", no award will be made.

• Award will be made to the offeror with the best combination of Price and Technical Capability/Acceptance.

• The Government reserves the right to communicate with offerors, not select a contractor, and accept an offer without further action.

• Primarily affects the "Evaluation" section of the original solicitation, specifically FAR 52.212-2.

• Bidders should ensure their offers meet the technical requirements outlined in the PWS and associated attachments to be considered "Acceptable".

• The evaluation criteria now explicitly state that Price and Technical Capability are equally important.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services to establish a Multiple Award Blanket Purchase Agreement (BPA) for Commercial Bus Rental Services for Little Rock Air Force Base. The BPA is not a guarantee of calls being placed, but the government intends to use it.

• Provision of commercial bus rental services.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial passenger buses to support the operational tempo of the 19th Airlift Wing at Little Rock Air Force Base, AR, for mass movement of personnel, deployments, exercises, and contingency operations.

• Provide a minimum of one (1) and a maximum of five (5) operational commercial passenger buses at any given time.

• Vehicles must be a 2010 model year or newer, with automatic transmission, and available in solid black, blue, gray, or white exterior colors.

• Buses must have a minimum passenger capacity of 44.

• Vehicles must have overhead bins or coach-style underbelly cargo storage and fully operational climate control.

• Safety features include functional seatbelts for every seat, working rearview mirrors, working horn, serviceable seats, working windshield wipers, and parking brake.

• Vehicles must meet all on-base driving standards and include a serviceable spare tire, lug wrench, and jack.

• Drivers are not provided; vehicles will be operated by military personnel or DoD civilian employees.

• Vehicles must be safe and operational.

• Immediate replacement of defective vehicles within 24 hours.

• Vehicles must be returned with fuel equal to or greater than the amount at acceptance.

• Vehicles must be returned in a condition of cleanliness comparable to how they were received.

• Period of performance determined by delivery orders, not to exceed 30 days at a time.

• This is a Blanket Purchase Agreement (BPA) for a five (5) year ordering period.

• Place of Performance includes Little Rock AFB, AR; Jacksonville, AR; Sherwood, AR; North Little Rock, AR; and Little Rock, AR.

• A mandatory "kick-off" meeting within twelve days of contract award.

• Contractor is responsible for all insurance requirements, including registration and full insurance under Arkansas law.

• Contractor is responsible for all vehicle maintenance and repairs.

• Fuel for operations is provided by the Government.

• Installation Access: Vehicles and passengers are subject to search; passengers need valid IDs. Civilian personnel require REAL ID Act compliant licenses for base access as of May 7, 2025.

• Restricted Areas: Personnel without clearances may require a Government escort. A list of vehicles and drivers may be required 24 hours prior to entry into restricted areas.

• Key Personnel: Contractor must provide a contract manager and an alternate with full authority.

• Security Requirements: Vehicles entering the installation are subject to search and must have current registration and insurance. Passengers and vehicles must be free of weapons.
