Commercial Capabilities in 3kW Power Generation

Request for Information (RFI)

This RFI is issued by the Department of the Army, Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Belvoir Division, to conduct market research for commercially available 3kW generators with diesel/JP-8 fuel capability. The government is seeking innovative solutions that may offer superior performance and technology compared to the current 3kW Tactical Quiet Generator (TQG) to potentially enhance military capabilities. This research aims to assist in developing a future acquisition strategy if a requirement materializes. The government is not seeking proposals and will not accept unsolicited proposals at this time.

Respondents are requested to provide:

• Company Information: Name, address, incorporation date, years in business, number of employees, POC details, CAGE Code, Facility Clearance Level.

• Capabilities & Technical Parameters: Details on 3kW generator sets, fuel type (Diesel/JP-8), voltage capability (120VAC/240VAC), weight, size, noise level, Mean Time Between Failure, operating temperature range, HEMP survivability, EMI characteristics, environmental limits, extended operational envelope, fuel consumption rates, and independent test data.

• Special Requirements: Indicate if products are manufactured in the U.S. and if specialty metals used are of domestic origin (anticipates Berry Amendment inclusion in future solicitation).

• Unit Cost, Manufacturing Capacity, and Lead Time.

• All defense and commercial contractors, including small businesses, veteran-owned, service-disabled veteran-owned, HUBZone, and woman-owned small businesses are encouraged to participate.

The government is seeking to identify commercially available 3kW generators with diesel/JP-8 fuel capability that offer superior performance and technology compared to the current 3kW Tactical Quiet Generator (TQG). The goal is to explore cutting-edge solutions in the commercial marketplace to potentially enhance military capabilities and inform future acquisition strategies. This is for informational purposes only and is not a solicitation or commitment to award a contract.

The government requests information on the following aspects of commercial 3kW generators:

• Company Information: Name, incorporation date, years in business, employee count, address, POCs, CAGE code, facility clearance.

• Capabilities: Continuous 3kW output power using Diesel and/or JP-8 fuel, voltage capability (120VAC/240VAC switching), weight and size, noise level at 7 meters, Mean Time Between Failure (MTBF), operating temperature range without derating, survivability against High-Altitude Electromagnetic Pulse (HEMP), Electromagnetic Interference (EMI) characteristics, baseline environmental limits, and extended operational envelope for conditions like high altitude, rain, snow, sleet, sand, dust, salt fog, extreme humidity, and intense solar radiation.

• Fuel Consumption: Rate at various load levels (no load, 25%, 50%, 75%, full load).

• Test Data: Availability of independent test data to support specifications.

• Special Requirements: Indication if products are manufactured in the United States and if specialty metals used are of domestic origin (potential inclusion of Berry Amendment).

• Submission Deadline: 30 January 2026, 12:00 p.m.

• Format: Brief capabilities statement and specification sheet (max ten 8.5x11 inch pages).

• Submission Method: Electronically to specified Army Contracting Command POCs (Thao Trinh and CPT Jun Im) in Microsoft Word or PDF format.

• Content: Demonstrate ability to provide products/systems and answer the listed questions. Do not submit classified material.

• Evaluation: Responses will be protected as business sensitive. No feedback or evaluation will be provided. Costs for responding are at the respondent's expense.

• Defense and commercial contractors, including small businesses, veteran-owned, service-disabled veteran-owned, HUBZone, and woman-owned small businesses are encouraged to participate.
