Scope of Work
NOAA requires MWS L1B/L1C observation data from one or more on-orbit satellites to support operational data assimilation, short-term forecast improvement, tropical cyclone monitoring, and environmental hazard assessment. Derived geophysical products such as Atmospheric Vertical Temperature/Moisture Profiles, Precipitation, Wind Profiles, and Land & Hydrology Products may also be provided. Data must support all-weather atmospheric temperature and moisture profiling and be compatible with NOAA's operational processing and assimilation systems (e.g., ATMS). Key performance standards include at least 70% average data availability and an L1B data product latency of less than or equal to 60 minutes. Security requirements include compliance with CAR 1352.239-72, NIST SP 800-37, 800-53, 800-171, or equivalent frameworks.
Contract Details
This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Proposal (RFP) 1332KP26R0007. The Government intends to award one or more Firm-Fixed-Price (FFP) contracts. The total period of performance is approximately 12 months from award, with a base period from June 1, 2026, to May 31, 2027. The effort is structured into three phases: Preparation (3 months), Data Delivery/Observation (6 or 12 months), and Data Evaluation (3 months). Vendors with prior NOAA/NESDIS CDP evaluation may bypass Phases 1 and 3, proceeding directly to a 12-month data delivery phase. This is a follow-on requirement to a previous contract (1332KP24P0077) with The Tomorrow Companies, Inc.
