Scope of Work
The contractor will provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and non-personal services necessary for CDL Class A training. This includes classroom instruction, hands-on training, and all associated costs such as tuition, background checks, DOT physicals/screenings, hair follicle screenings, and driver's license upgrades/endorsement fees. Training must cover Class A CDL with Hazardous Materials (HAZMAT), Tanker (N), Double/Triple (T) Trailers, and Tanker/HAZMAT (X) endorsements, in accordance with Washington State Department of Transportation & Licensing Standards and the Entry-Level Driver Training (ELDT) rule. Re-testing and additional training for students who do not pass are also required.

Performance Requirements
Instructors must possess a minimum of two years of CDL driving experience and a valid CDL Class A license with P and S endorsements. The contractor must be listed on the FMCSA's Training Provider Registry. All training materials must be DOT approved, relevant, and in good condition, and facilities must comply with health, fire, and safety codes. The contractor is responsible for maintaining a Quality Control Plan and reporting manpower data via the Army Contractor Manpower Reporting (CMR) system.
Place of Performance
All training must be conducted within a 25-mile radius of JBLM, WA, at the vendor's facility.
