This solicitation seeks commercial electrician services for the VA Pacific Islands Health Care System (VAPIHCS). The contract is an Indefinite-Delivery/Indefinite-Quantity (IDIQ) type, intended to augment existing maintenance staff and address a backlog of preventive maintenance tasks. The government guarantees a minimum obligation of $180.00, with a maximum cumulative contract ceiling of $349,999.00.

• Provide commercial electrician services, including installation, modification, repair, troubleshooting, and testing of electrical systems, controls, fixtures, and associated equipment.

• Perform maintenance and repair of high-voltage electrical systems, including generator backup power systems.

• Conduct routine scheduled maintenance on a rotating basis across four VAPIHCS locations.

• Provide emergency electrical support on a 24/7 basis.

• Comply with all applicable federal, state, local, and VA regulations, codes, and requirements.

• All replacement parts and materials will be provided by the Government.

• Contract Type: Indefinite-Delivery/Indefinite-Quantity (IDIQ)

• Period of Performance: Base Year (August 1, 2026 - July 31, 2027) with two (2) one-year option periods (August 1, 2027 - July 31, 2028 and August 1, 2028 - July 31, 2029).

• Estimated Level of Effort: Approximately 480 hours per year (40 hours per month), consisting of approximately 32 hours/month for routine service calls and 8 hours/month for emergency calls.

• Offerors must be registered in SAM and identified as a small business under NAICS code 238210 (Size Standard: $19 Million).

• SDVOSB/VOSB preference will be applied.

• Work locations include four VAPIHCS facilities in Honolulu, HI.

• Personnel must possess a Journey Worker Specialty Electrician (EJS) certification or equivalent.

• A one-year warranty is required for all electrical installations and repairs.
