Sources Sought Notice

This notice is a Request for Information (RFI) to conduct Market Research for Commercial Electrician Services for the VA Pacific Islands Health Care System (VAPIHCS). The government is seeking to determine the availability of qualified vendors capable of providing on-call commercial electrician services.

• Provide labor, tools, equipment, materials, travel, expertise, and supervision for electrical installation, modification, repair, maintenance, troubleshooting, testing, and load new/existing electrical systems, including high voltage work.

• Services are estimated at 40 hours per month (480 hours per year), with work designated by the Contracting Officer's Representative (COR).

• Detailed cost estimates are required within ten business days of a service request (excluding emergency services).

• All work must be performed by a State of Hawaii certified electrician and State of Hawaii Licensed Contractor.

• Adherence to all federal, state, local regulations, VHA requirements, and building codes is mandatory.

• Contractors are responsible for removing and temporarily storing furniture/items from work areas.

• Emergency response services are required 24/7 with a two-hour callback response time.

• A one-year warranty is required for all electrical installations and repairs.

• Period of Performance: One base year (August 1, 2026 - July 31, 2027) with two one-year options.

• This is NOT an official request for quotes. Information gathered will be used for market research.

• Vendors are asked to review the sample Performance Work Statement (PWS) and provide feedback, questions, or clarifications.

• Required response information includes: Company Name, Point of Contact, Email, Informal Quote, Capabilities Statement, Business Size, UEI Number, and existing IDIQ contracts.

• Responses are due by April 7, 2026, 10:00 AM HST.

• Not specified in this RFI.

• The government may or may not release an official request for quote in connection with this notice.

• No staging areas are available; staging may be arranged at COR's discretion.

• Contractor employee parking is restricted; one stall may be delegated upon request.

• Work hours may include evenings and weekends as designated by the COR.

• Contractors cannot use VAPIHCS or DOD dumpsters for waste disposal.

• Contractors must comply with various safety documents and procedures (NEC, ICRA, LOTO, etc.).

• Personnel require valid driver's licenses and the ability to obtain clearance for base access, and must wear identification badges.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial electrician support to augment electrical maintenance at the VA Pacific Islands Health Care System (VAPIHCS), including high voltage support, due to current staffing shortages. The goal is to ensure timely completion of preventive maintenance and address other electrical needs.

• Furnish labor, tools, equipment, materials, travel, expertise, supervision, and testing for installation, modification, repair, maintenance, troubleshooting, and testing of electrical lines, circuits, systems, fixtures, controls, and equipment, including high voltage work.

• Estimated need for services is 40 hours per month, or 480 hours per year. This does not include emergency response services.

• Work may require the contractor to work independently or assist government employees.

• Contractor shall submit detailed cost estimates to the Contracting Officer's Representative (COR) within ten business days of a service request.

• Removal and disposal of all materials resulting from work performed are the contractor's responsibility; VAPIHCS and DOD dumpsters are not to be used.

• Base Year: August 1, 2026, through July 31, 2027

• Option Year 1: August 1, 2027, through July 31, 2028

• Option Year 2: August 1, 2028, through July 31, 2029

• Geographic locations include Bldg. 30 (ACC), Bldg. 32 (PRKG), Bldg. 110A (CLC), Bldg. T1 (E-Wing) at 459 Patterson Rd. and 1 Jarret White Rd., Honolulu, HI, as well as VA Community Based Outpatient Clinics (CBOC) in Hilo, Kona, Maui, Kauai, Molokai, and Lanai.

• All work must be performed by a State of Hawaii certified electrician and State of Hawaii Licensed Contractor.

• Work must comply with all federal regulations, VHA requirements, and local/federal building codes.

• Adherence to National Electrical Code (NEC), Infection Control Risk Assessment (ICRA), Internal Life Safety Measures (ILSM), CATEX, AHA, PCRA, SDS', Facility Engineering Work Request (FEWR), VA Lock Out Tag Out (LOTO) procedures, and HOT WORK Permits is required.

• Contractor must be actively involved in the ICRA process.

• Routine service calls require at least a 48-hour notice from the COR.

• Emergency response is required 24/7, with a two-hour response time for callback and a two-hour on-site arrival window.

• Contractors are responsible for removing furniture and other items to access work areas and returning them to their original configuration upon completion.

• No staging areas are assumed; availability is at the COR's discretion.

• Contractor employee parking is restricted; one stall may be delegated by the COR.

• Work may be performed during evenings and weekends as designated by the COR.

• Contractor vehicles require current registration, safety check, and insurance.

• All personnel need a valid driver's license, ability to obtain base access clearance, and must wear clearly identified identification badges.

• A one-year warranty is required for all electrical installations and repairs, included in quotes.

• Contractor must furnish a list of all materials used, including manufacturer, material type, and country of origin, item number, or part number.
