Key data elements required include: public records (tax assessments, sales, mortgages, foreclosures), rental data, modeled housing value, open liens, MLS data, parcel boundaries, master address lists, HOA/COA data, vacancy/occupied status, and enhanced characteristics (e.g., modeled risk of natural hazards). Data must be delivered in a single, fixed-length ASCII or shapefile/GeoJSON format via the USCB's secure Managed File Transfer (MFT) system. Records must be the most current available, meet a 98% quality standard for data elements, and include a data dictionary. The contractor must provide technical support, acknowledging inquiries within 8 business hours and resolving issues within 48 business hours.
Contract & Timeline

Submission & Evaluation

Proposals should be in MS Word, Excel, and PowerPoint formats, using Times New Roman 11-point font with 1-inch margins. Award will be based on the greatest overall value, considering Technical Capabilities (Factor 1), Prior Demonstrated Experience (Factor 2), and Price (Factor 3). Non-price factors are significantly more important than price. Offerors must comply with various FAR clauses, including active SAM registration (FAR 52.204-7) and representations regarding responsibility matters and security prohibitions. The Quality Assurance Surveillance Plan (QASP) details performance monitoring, emphasizing a 95-100% Acceptable Quality Level (AQL) for positive past performance ratings.
