This document provides responses to vendor questions regarding the Keesler Air Force Base Commercial Internet Services solicitation (FA301026Q0011).

• VoIP Capability: VoIP capability is intended to be the same as commercial/residential service over IP, providing a secondary communication path for first responders. It is not a required service at this time but pricing for future need is requested.
• Wi-Fi: The Air Force Base will implement and maintain the Wi-Fi distribution system. The vendor is only responsible for establishing the commercial internet feed, not the Wi-Fi distribution system or access points.
• Acquisition Type: This acquisition is full and open competition, unrestricted, and not a small business set-aside.
• Subcontracting: Small businesses may use qualified commercial internet service providers or telecommunications carriers as subcontractors or teaming partners. Offerors may also rely on a named subcontractor's infrastructure and experience.
• Site Visit: Attendance at the site visit is not mandatory; quotes can still be submitted if the site visit is not attended.
• Contractor Responsibility: The contractor is responsible for the commercial internet service feed and required point-of-presence work. Base-wide Wi-Fi distribution, access points, controllers, and end-user device support are not included unless specifically ordered.
• Prior Experience/Resources: Offerors must demonstrate prior experience and adequate resources to provide commercial internet services with VoIP. This can be demonstrated through recent past performance of similar size, scope, and complexity, and by detailing personnel, staffing, and technical infrastructure.
• Response Due Date Extension: The response due date has been extended to 26 May 2026 at 1000 a.m. Central Standard Time (CST).
• Bandwidth Tiers: Offerors should assume only one bandwidth tier will be active at a time with a single point of presence. Augmentation for higher bandwidths will be requested as expansion occurs. A single path is acceptable for redundancy.
• Hardware: The contractor will furnish all required POP/handoff hardware and interface components, unless explicitly stated as Government-provided. The Government will not provide anything beyond power/AC/space.
• Monitoring: 24x7 monitoring and proactive alerting are not required; after-hours issue intake with next-business-day response is acceptable unless the service is down.

Several questions led to clarifications on the scope of work, particularly regarding Wi-Fi responsibilities and VoIP requirements. The due date for responses has been extended. Offerors are advised to carefully review the updated PWS and solicitation for any changes resulting from these Q&As.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing commercial wireless internet services with Voice over Internet Protocol (VOIP) capability to Keesler Air Force Base (KAFB), Mississippi.

• Provide commercial wireless internet services with VOIP capability.

• Establish an initial 10 Gb bandwidth, expandable to 50 Gb.

• Services to be delivered to the Base Communications building 2801.

• Contractor is responsible for all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services.

• 99% uptime per month for commercial internet services (unless caused by acts of God or Nature).

• Outage response within four (4) hours of notification; resolution within eight (8) hours.

• Contractor shall maintain an adequate workforce for uninterrupted performance.

• Point of Presence (POP) to be established in the main distribution building 2801.

• Physical and Network Security: Safeguard Government property and respond to network security verification requests.

• Personnel: Provide a primary and alternate point of contact with contact information. Personnel must be fluent in English. Employees must present a professional appearance and be easily recognized.

• Safety: Comply with OSHA requirements and maintain a Safety and Health Plan. Report accidents and take corrective action.

• Security: Adhere to installation security regulations. Contractor personnel require base access arranged by the 81 Communications Squadron.

• OPSEC: Safeguard critical information and complete unit-specific OPSEC training.

• Records: Comply with Freedom of Information Act (FOIA) and Privacy Act programs.

• Deliverables: Submit Status Reports (CDRL A001), Personnel Information Roster (CDRL A002), Quality Control Plan (CDRL A003), and Safety & Health Plan (CDRL A004) according to specified timelines.

This solicitation (FA301026Q0011) is for Commercial Internet Service and Commercial VOIP Telephone Service. The acquisition is unrestricted.

• Commercial VOIP Telephone Service with 99% uptime.

• Commercial Internet Service with varying bandwidths (10Gb, 20Gb, 30Gb, 40Gb, 50Gb) and 99% uptime.

• Services must be provided in accordance with the Performance Work Statement (PWS).

• The PWS is attached as Attachment 1.

• The contract is for commercial products and commercial services.

• Pricing arrangement is Firm Fixed Price.

• The period of performance includes a base period and multiple option periods.

• The Total Evaluated Price (TEP) will be calculated based on the base period, all option periods, and a potential six-month extension.

• Notify the 81 Communications Squadron in advance of service interruptions within a specified timeframe.

• Services to be provided at Keesler AFB, MS.

• A point of presence (POP) to be established in the main distribution building 2801.

• Contractor shall establish a point of presence for KAFB commercial internet with VOIP capability.

• Government will provide power, air conditioning, and adequate space (not to exceed 90 square feet) for service and distribution equipment.

• Contractor must comply with Freedom of Information Act (FOIA) and Privacy Act programs.

• Contractor must adhere to Controlled Unclassified Information (CUI) guidelines.

• Contractor personnel must complete OPSEC training.

• Contractor must comply with OSHA requirements and applicable Air Force safety standards.
