Key Updates & Acquisition Strategy
NASA's strategy involves purchasing end-to-end mission services from commercial CLD operators, including crew/cargo transport, accommodation, and support for NASA missions.
- Revised Approach: NASA will initially provide government-furnished crew and cargo transportation, with CLD providers able to propose alternative transportation. Interim short-duration missions are now allowed.
- Evolutionary Development: Providers can propose an evolutionary approach, with a Minimum Initial Operating Capability (Min IOC) required by December 2029 and Full Operating Capability (FOC) by December 2031, including continuous crew missions. NASA aims for continuous human presence in LEO by December 2030.
- Contract Type: Anticipated as a FAR Part 15-based contract, potentially including IDIQ Task Orders. NASA may award none, one, or multiple contracts and anticipates an "On-Ramp" clause.
- Competition: A full and open competition among U.S. commercial providers is planned.
