Request for Information (RFI) / Sources Sought

This RFI/Sources Sought is issued by the Theater Logistics Support Center-Europe (TLSC-E) – 6966th Transportation Truck Terminal (TTT) to gather information for a potential future acquisition. The TLSC-E requires a lease of various vehicles (truck tractors, medium cargo trucks, light cargo vans, light vans/escort vehicles, passenger vans, and trailers) to replace overaged equipment with high maintenance costs. This notice is for planning purposes only and does not constitute a commitment to issue a Request for Proposal (RFP) or Request for Quote (RFQ).

Vendors are asked to respond to specific questions after reviewing the attached Draft Performance Work Statement (PWS). Key areas of inquiry include:

• Capability to Meet Requirements: Ability to fulfill the entire requirement and specific vehicle types (including specialized "Rollerized Trailers").
• Performance Period: Minimum and maximum lease periods.
• Geographic Coverage: Ability to provide vehicles and roadside assistance throughout Europe, including specific locations and response times (3-hour roadside assistance).
• Operational Requirements: Ability to disable digital tachographs or provide vehicles without them, and meet 24/7 customer service needs for roadside assistance.
• Logistics & Support: Provision of roadside assistance, operator familiarization training, and ADR certification for vehicles transporting dangerous cargo.
• Contractual Terms: Understanding of unlimited kilometer usage at no additional cost.
• Delivery Timeline: Estimated delivery time for vehicles after award.

Responses must be in PDF format, limited to 15 pages, single-spaced, with Times New Roman 12-point font. Submissions should include:

• Answers to all RFI questions.

• A general company narrative detailing capabilities and past work.

Performance Work Statement (PWS)

To supplement the 6966th Transportation Truck Terminal's (TTT) fleet with leased commercial vehicles and trailers to support U.S. Government transportation needs in the European theater. This is necessary due to the aging and economic obsolescence of the current fleet.

The contractor shall lease various vehicles and trailers to the U.S. Government, including:

• Truck Tractors (2-Axle and 3-Axle)
• Medium Cargo Trucks
• Light Vans
• Passenger Vans
• Light Van Trace Vehicles (BF)
• Lowbed Trailers (Type 1 and Type 2)
• Container Chassis
• Curtainsider Trailers
• Rollerized Curtainsider Trailers
• Rollerized Box Trailers

Vehicles must meet all Host Nation technical and legal requirements for uninterrupted use. The contractor is responsible for providing vehicles, registration, technical manuals, and necessary accessories. Maintenance, repairs, and roadside assistance are also contractor responsibilities.

• Vehicles must be delivered in new condition with specified mileage limits.

• All vehicles must meet specific technical specifications, including ADR certification where applicable.

• Contractor must provide a service schedule and a service company within a 50 km radius of Kaiserslautern.

• Replacement vehicles must be provided within 24 hours for inoperable vehicles unavailable for 48+ hours.

• Roadside assistance must be available 24/7 with issue resolution within 3 hours.

• Operator familiarization for up to 10 personnel is required.

• Contractor must comply with Service Contract Reporting (SCR) requirements via SAM.gov.

• Performance will occur in the European theater.

• Delivery locations include 6966th TTT Kleber Kaserne, Kaiserslautern.

• Maintenance facilities must be within a 50km radius of Kleber Kaserne.

• Compliance with German law and potential registration requirements is mandatory.

• Contractor personnel must meet specified English proficiency levels.

• Vehicles must be equipped with all-season tires (3PMSF symbol) and snow chains.

• Digital tachographs and toll units must be disabled upon delivery.

• Contractor must provide insurance as per clause 52.228-8 and 252.228-7006.

• Vehicles will operate on German license plates, provided by the Government.

• A 5-year extended warranty is required for all tractors.
