NRL is seeking information on existing or imminent commercial space-based nighttime EO systems with a Technology Readiness Level (TRL) of 6 or higher. The focus is on systems that can provide data and services for remote sensing of nighttime scenes. Key areas of interest include:

  • Technical & Operational Characteristics: Detailed sensor and spacecraft specifications (spectral response, imager technology/size/speed/SNR, GSD, on-board processing, vehicle security, flight heritage), orbital parameters, tasking timelines, and ground segment architecture. (Refer to Attachment 1 for specifics).
  • Technology Maturity: Current TRL for the overall system and key subsystems (Imaging Payload, Spacecraft Bus, On-Board Processor, Ground System).
  • Data Rights & Intellectual Property: Willingness to provide Government Purpose Rights for technical data and computer software developed under any future contract.

Submission Requirements

Interested businesses should submit a Capabilities Statement package (no more than 5 pages) demonstrating their ability to perform the required research. Submissions should address:

  • Administrative Information (business name, POC, size, CAGE, UEI).
  • Corporate Status (U.S.-based/subsidiary).
  • Government Experience (past prime contracts).
  • Security Posture (ability to handle CUI, FCL).
  • Collaboration interest with U.S. Government labs.

Responses to Sections 3, 4, and 5 are preferred in a tabular format. The total submission should not exceed 15 pages. Do not submit classified information; indicate if classified material is necessary for a complete response.
