Purpose & Scope

This on-ramp allows new vendors to propose or existing vendors to offer new data products developed from new instruments. Emphasis is placed on lower-level data products (Level 0-2) with extensive metadata, derived from commercial small satellite constellations that have been routinely collecting data since June 1, 2016, with at least continental-scale coverage. Vendors must adhere to non-negotiable government-defined End User License Agreements (EULAs) for broad data dissemination and shareability with US government agencies and partners for Scientific Non-Commercial Use. Data must be accessible via secure HTTPS with a minimum bandwidth of 2.5GBps. Software products are not permitted.
Contract Details
This is a Multiple-Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed-Price (FFP) Task Orders. The effective ordering period for any On-Ramp contracts will be from the date of award through November 15, 2028. The maximum order amount is $476,000,000 cumulatively amongst all contractors, with a minimum order of $500. The NAICS code is 541990 with a small business size standard of $19.5M. This is a full and open competition.
Submission & Evaluation
Proposals must be submitted electronically via NASA's Enterprise File Sharing and Sync Box (EFSS Box) by September 5, 2025, at 10:00 AM EST. Submissions require three volumes: Offer, Technical, and Price. The Technical Volume has a mixed page limitation, with the Comprehensive Digital Catalog excluded from the page count. Algorithm Theoretical Basis Documents (ATBDs) are required for Level 1A and Level 1B products, and for new Level 1, Level 2, and Level 3 data products within seven days of contract award. Evaluation will be based on Technical Acceptability Standards and Price List reasonableness. NASA intends to award without discussions.
