Contracts awarded under this authority will be structured as fixed-price.
Scope of Work
DeCA requires a comprehensive Coupon Redemption Service that includes personnel, supervision, labor, equipment, materials, facilities, supplies, and transportation. The primary goal is to utilize technology to minimize physical submission requirements, reduce processing costs and time, and ensure high standards of accuracy, compliance, and operational efficiency. Solutions should improve the commissary benefit, decrease costs without diminishing the benefit, improve processes with high risk of fraud/waste/abuse, and reduce waste and process variation.
