Quick Summary
The Defense Commissary Agency (DeCA) has issued a Commercial Solutions Opening (CSO) under DFARS 212.70 to procure innovative commercial technologies, products, and services. This initiative aims to modernize DeCA's business operations, enhance the military pay benefit, and achieve significant patron savings through a streamlined acquisition process. The overall CSO is open for submissions until December 31, 2028, though individual "Areas of Interest" (AoIs) have specific, earlier closing dates.
Purpose & Scope
DeCA is focused on leveraging advancements in the grocery resale industry to improve the commissary benefit, decrease costs, enhance processes to mitigate fraud/waste/abuse, and reduce operational variation. The CSO framework allows for rapid decisions and awards of fixed-price contracts. DeCA is seeking solutions across five key AoIs: Grow Sales, Develop Leaders, Drive Accountability, Lower Costs, and Modernize Business.

Contract Details
Contracts awarded under this CSO will be structured as fixed-price contracts. Most AoIs anticipate a base year plus four one-year option periods. DeCA will not fund proposal development costs.
Submission & Evaluation
The solicitation process is multi-phased, typically involving a Solutions Brief, a presentation, and a Commercial Solution Proposal (CSP). Evaluation focuses on responsiveness, technical merit, affordability, relevancy, uniqueness, technical/schedule risk, and business viability. DeCA reserves the right to negotiate terms and conditions and may forego initial phases for some AoIs.
Eligibility & Registration
Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. No specific set-aside requirements are mentioned for the overall CSO or its individual AoIs.
