Quick Summary
The Defense Commissary Agency (DeCA) has issued a Commercial Solutions Opening (CSO) under DFARS 212.70, seeking innovative commercial technologies, products, and services. The goal is to modernize business operations, enhance the military pay benefit, and achieve significant patron savings through a streamlined acquisition process leading to fixed-price contracts. The overall CSO is open for submissions until December 31, 2028.
Purpose
DeCA aims to expedite the award and delivery of critical solutions that improve the commissary benefit, decrease costs without diminishing the benefit, improve processes with high risk of fraud/waste/abuse, and reduce waste and process variation by leveraging advancements in the grocery resale industry.
Scope of Interest
DeCA is actively seeking solutions across various Areas of Interest (AoIs). Recent and currently open AoIs include:
- Material Handling Equipment (MHE) Maintenance: Scheduled preventive and unscheduled repair services for MHE across CONUS, Alaska, Hawaii, Guam, and Puerto Rico. (Open until services secured)
- Specialty Department Operations (Seafood): Innovative commercial resale operations for Seafood Departments at specific commissaries. (Closes May 5, 2026)
- Specialty Department Operations (Deli/Bakery): Commercial resale operations for Delicatessen, Prepared Foods, Bakery, and Sushi departments. (Closes April 30, 2026)
- Integrated Pest Management (IPM): Modernizing IPM programs for approximately 70 DeCA locations. (Solutions Brief due April 30, 2026)
- Facilities Maintenance, Call Center, RMCS: Integrated solutions for facilities maintenance, call center support, and remote monitoring across 182 locations. (Indefinite closing)
Contract Details
Contracts awarded under this CSO will be structured as fixed-price contracts. No specific funds have been reserved for awards, and DeCA will not fund direct reimbursement of white paper or proposal development costs.
Submission & Evaluation
The solicitation process may be multi-phased, potentially including a Solution Brief, Presentation, and a Commercial Solution Proposal (CSP). Solution Briefs should include an Executive Summary, Technical Concept, and pricing. Evaluation criteria for Solution Briefs include responsiveness, technical merit, and affordability. CSPs must be submitted in two volumes: Business and Price, and Technical. Companies must have a Unique Entity ID (UEI) and be registered in SAM and PIEE/WAWF to receive an award.
