Purpose & Scope

Solutions should be commercially available and can include concept demonstrations, pilots, and agile development activities.

Key Areas of Interest (AoIs)

DeCA is actively seeking solutions for:

  • Modernizing Business Operations (AoI 5.5): Miscellaneous Food Processing Equipment (MFP) maintenance and support (CONUS, Alaska, Guam, Puerto Rico); Material Handling Equipment (MHE) preventive and unscheduled maintenance and repair (CONUS, AK, HI, GU, PR); Commercial vertical cardboard balers; Integrated Pest Management (IPM) programs; Facilities Maintenance, Call Center Support, and Remote Monitoring Control System (RMCS) Management; Cash and Check Handling Support Services.
  • Increasing Sales (AoI 5.1): Specialty Department Operations for Deli, Prepared Foods, Bakery, and Sushi; Specialty Department Operations for Seafood; AI-Enabled Self-Serve Salad Bars.
  • Lowering Costs (AoI 5.4): Linen & Mat Rental and Cleaning Services (nationwide and California-specific); Coupon Redemption Services.
  • Driving Accountability (AoI 5.3): Physical Annual Inventory services worldwide.

Solutions should leverage industry best practices, digital tools, automation, and data-driven methods to enhance efficiency, reduce risk, and improve service quality.

Contract Details

Contracts awarded under this CSO will be structured as fixed-price contracts. Individual AoIs specify anticipated periods of performance, typically including a base year and four one-year option periods, extending up to five years. No specific dollars are reserved for awards, and DeCA will not fund proposal development costs.

Submission & Evaluation

The solicitation process may be multi-phased, involving a written Solutions Brief, presentations, and a Commercial Solution Proposal (CSP). Offerors may elect to forgo initial phases and submit a proposal directly. Evaluations will focus on responsiveness, technical merit, affordability, relevancy, uniqueness, technical/schedule risk, and business viability. Pricing is generally not required in the initial phase but is expected in later phases.

Eligibility & Set-Aside

There is no specific set-aside designation for this overarching CSO or its individual AoIs. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. Vendors with proven expertise in relevant areas are encouraged to apply.

Key Deadlines

While the overall CSO remains open through December 31, 2028, individual AoIs have specific closing dates. The earliest upcoming deadline is for Coupon Redemption Services on February 20, 2026, at 4:00 PM EST.
