Quick Summary

The Defense Commissary Agency (DeCA) has issued a Commercial Solutions Opening (CSO) under DFARS 212.70 to procure innovative commercial technologies, products, and services. This initiative aims to modernize DeCA's business operations, enhance the military pay benefit, and achieve significant patron savings through streamlined acquisition. The overall CSO is open for submissions until December 31, 2028, but individual Areas of Interest (AoIs) have specific, earlier closing dates.

Purpose & Scope

DeCA seeks solutions that will improve the commissary benefit, decrease costs, reduce fraud/waste/abuse, and decrease process variation. The CSO is designed to procure commercially available solutions that can incrementally improve grocery resale operations or existing government capabilities. Specific requirements are detailed in various AoIs, covering diverse needs such as:

  • Acquisition Workforce Tools, Training, and Technology (Closing: June 17, 2026)
  • Fingerprinting Services (Closing: June 15, 2026)
  • Fresh Fruits & Vegetables for Resale (Closing: June 29, 2026)
  • Miscellaneous Food Processing Equipment Services (CONUS) (Closing: June 30, 2026)
  • Material Handling Equipment (MHE) Maintenance & Repair (Closing: Indefinite)
  • Facilities Maintenance, Call Center Support, and RMCS Management (Closing: Indefinite)

Contract Details

Contracts awarded under this CSO will be structured as fixed-price contracts. The CSO may result in awards through 2028, with potential for extension. No specific funds are reserved for awards, and DeCA will not fund proposal development costs.

Submission & Evaluation

The solicitation process may be multi-phased, potentially including a Solution Brief, Presentation, and Commercial Solution Proposal (CSP). The Government may forgo phases based on individual merits or urgent requirements. Solution briefs require an Executive Summary, Technical Concept, and pricing. Evaluation criteria for solution briefs include responsiveness, technical merit, and affordability. CSPs must be submitted in two volumes: Business and Price, and Technical.

Eligibility & Deadlines

Companies must have a Unique Entity ID (UEI) and be registered in SAM and PIEE/WAWF to receive an award. While the overall CSO is available until December 31, 2028, interested vendors must monitor SAM.gov for specific AoI postings and their respective, often much earlier, closing dates.

For general inquiries, contact LEANNA STITH (leanna.stith@deca.mil) or Donna DiRoma (donna.diroma@deca.mil). Specific AoIs may have dedicated points of contact.
