Contract Details
Contracts awarded under this CSO will be structured as fixed-price contracts. The CSO may result in awards through 2028, with potential for extension. No specific funds are reserved for awards, and DeCA will not fund proposal development costs.
Submission & Evaluation
The solicitation process may be multi-phased, potentially including a Solution Brief, Presentation, and Commercial Solution Proposal (CSP). The Government may forgo phases based on individual merits or urgent requirements. Solution briefs require an Executive Summary, Technical Concept, and pricing. Evaluation criteria for solution briefs include responsiveness, technical merit, and affordability. CSPs must be submitted in two volumes: Business and Price, and Technical.
Eligibility & Deadlines
Companies must have a Unique Entity ID (UEI) and be registered in SAM and PIEE/WAWF to receive an award. While the overall CSO is available until December 31, 2028, interested vendors must monitor SAM.gov for specific AoI postings and their respective, often much earlier, closing dates.
