  • TFA 1: Scalable, Adaptable Data Management Tools: Research and prototyping for new database/data architecture, experimental tools for data format translation, and innovative methods for tagging/indexing sensor data.
  • TFA 2: Modeling and Analytics for Enhanced Accuracy and Optimization: Development and validation of new modeling techniques for LEO sensor performance, research into space environmental models, and exploration of dynamic sensor observation weighting.
  • TFA 3: Agile Software Prototyping and Transition: Approaches to integrate government-developed astrodynamics models, rapid prototyping of experimental software, and refactoring methods for evolving prototypes.

Submission Process & Evaluation

The CSO employs a three-phase submission process:

  1. Phase I: White Paper and PowerPoint Briefing (including a Quad Chart). Submissions must be unclassified. Offerors can submit multiple distinct white papers or a single paper addressing multiple TFAs.
  2. Phase II: Optional Pitch Session for selected offerors.
  3. Phase III: Full Proposal (Technical, Performance Work Statement, Price Proposal). The Government reserves the right to proceed directly from Phase I to Phase III. Evaluation of White Papers will begin no earlier than January 21, 2026, based on technical merit, applicability, importance to agency programs, and price.
