Quick Summary

The National Oceanic and Atmospheric Administration (NOAA) has issued a Request for Proposal (RFP) for a Commercial Weather Data Pilot (CWDP) Program – Wildfire Imagery Pilot Study. This initiative seeks commercial multi-spectral imagery observations and radiometric data to enhance wildfire detection, characterization, monitoring, and mapping capabilities. This is a Total Small Business Set-Aside. Proposals are due April 30, 2026.

Purpose

NOAA aims to acquire commercial multi-spectral imagery observations and investigate the utility of radiometric data from commercial vendors. The pilot study will augment NOAA's existing wildfire detection and monitoring capabilities by assessing the quality and utility of commercial space-based imagery, including infrared, and comparing its performance against NOAA's current instruments.

Scope of Work

Contractors will be required to supply multi-spectral observation data, specifically including visible, near infrared, short-wave infrared, mid-wave infrared, and long-wave infrared channels. The data will be used to evaluate commercial imagery for wildfire detection, characterization, monitoring, and mapping. Key requirements include specific spatial resolution (Threshold 200m, Objective 50m), geolocation accuracy, and latency for Level 1B products (calibrated and geolocated radiances). Continuous and contiguous data coverage is essential, with at least 80% constellation-level data delivery during the peak wildfire season (June-November) over the western United States. Technical documentation, such as Algorithm Theoretical Basis Documents (ATBDs) and calibration/validation data, is also required. Optional Level 2 data products (e.g., active fire detection) may also be provided.
