Quick Summary

The U.S. Army Portfolio Acquisition Executive (PAE) Fires is issuing a Request for Solutions Brief (RFSB) for a Common Autonomous Multi-Domain Launcher (CAML) Weapon System Integrator (WSI). This effort aims to award an Other Transaction Agreement for Prototype (OTAP) under 10 U.S.C. § 4022 to develop an autonomous/optionally-crewed, mobile, air-transportable, multi-domain fires launcher. Solutions Briefs are due March 20, 2026.

Scope of Work

The CAML system will provide a versatile multi-domain fires capability, reducing emplacement/displacement times and improving crew survivability. Key components include:

  • Autonomous Mobility Platform (AMP): Supports Munition Pallets (MPs) up to 60,000 lbs and features a Load Handling System (LHS) for autonomous resupply.
  • Munition Pallet (MP): Variants for Tomahawk, PAC-3/MSE, IFPC AIM-9X, and GMLRS/PrSM. The system must operate in various tactical environments and utilize Obstacle Detection and Obstacle Avoidance (ODOA).

Contract & Timeline

  • Type: Other Transaction Agreement for Prototype (OTAP) IAW 10 U.S.C. § 4022.
  • Phased Competition: Phase 1 (Solutions Brief), Phase 2 (Oral Presentation/Pitch), Phase 3 (Request for Prototype Proposal).
  • Eligibility: Only U.S.-based companies with primary place of business in the U.S., registered in SAM, able to obtain an active CAGE code, and capable of processing/storing SECRET information.
  • Key Dates:
    • RFSB Release: February 26, 2026
    • Questions Due: March 10, 2026
    • Solutions Briefs Due: March 20, 2026

Submission & Evaluation

Offerors must submit a 10-page Solutions Brief detailing their prototype solution, teaming arrangements, project schedule, data rights, and Rough Order of Magnitude (ROM) price. Evaluation criteria include Technical Approach, Qualifications and Experience, and ROM Price. For the WSI, experience is weighted more heavily than technical approach, and cost is the least important factor.

Additional Notes

This RFSB is preliminary and subject to modification. The Government does not intend to pay for information received. Submissions must be UNCLASSIFIED or CUI; classified submissions will be deleted. The CAML effort involves three separate agreements (AMP, Leader Vehicle, Autonomy C2/MP Surrogate; MP; and WSI) linked by Associate Contractor Agreements (ACAs).
