Quick Summary
The U.S. Army Portfolio Acquisition Executive (PAE) Fires has issued a Request for Solutions Brief (RFSB) for the Common Autonomous Multidomain Launcher (CAML) Munitions Pallet (MP) Prototyping and Integration. The intent is to award one or more Other Transaction Agreements for Prototype (OTAP) under 10 U.S.C. § 4022. This opportunity is open to U.S. companies with the ability to process and store SECRET information and hardware. The general response date is April 15, 2026, with variant-specific dates detailed in the RFSB document.
Purpose & Scope
The CAML system is designed as a mobile, autonomous/optionally crewed, multi-domain fires launcher to augment or replace existing Army launchers. This RFSB seeks solutions for the Munitions Pallet (MP) component, which integrates with the CAML Leader (crewed vehicle) and CAML Followers (Autonomous Mobility Platform - AMP). Solutions are sought for four MP variants: Tomahawk, PAC-3/Missile Segment Enhancement (MSE), Indirect Fire Protection Capability (IFPC) AIM-9X, and Guided Multiple Launch Rocket System / Precision Strike Missile (GMLRS/PrSM). The CAML system must support various operational modes including Convoy, Autonomous Waypoint Following, Teleoperation, and Optionally Piloted/Manual modes. Solutions must address technical requirements outlined in the attached Performance Work Statements (PWS).
Contract Details
This is a Special Notice for an RFSB, representing Phase 1 of a three-phase competition leading to OTAP awards. The overall CAML effort comprises three separate agreements: AMP, Leader Vehicle, Autonomy C2, and MP Surrogate; MP development; and Weapon System Integrator (WSI) for integration. Associate Contractor Agreements (ACAs) will link these efforts.
Eligibility & Submission
Only U.S.-based companies are eligible, requiring incorporation and a primary place of business in the U.S., SAM registration, an active CAGE code, and the capability to process/store SECRET information and hardware. Offerors must submit a concise Solutions Brief (max 10 pages) for each variant they wish to be considered for. Submissions must include a technical solution, teaming strategy, data rights assertions, a Rough Order of Magnitude (ROM) price, and a project development schedule.
Evaluation & Timeline
Phase 1 evaluation criteria include Technical Approach, Qualifications and Experience, and ROM Price. Phase 2 may involve oral presentations/pitches, and Phase 3 could include an Emulation Event (for Tomahawk variant) or direct invitation to submit a Request for Prototype Proposal (RFPP) for other variants. The general response date for the RFSB is April 15, 2026.
