Quick Summary
The Department of the Army has issued a Commercial Solutions Opening (CSO) for the Common Tactical Truck (CTT) program, seeking innovative solutions to modernize its Heavy Tactical Wheeled Vehicle (TWV) fleet. This CSO, authorized under DFARS Subpart 212-70, aims to expedite the acquisition of critical technologies. The first Area of Interest (AoI), CTT Increment 1, specifically requests proposals for six CTT variants. White papers for CTT Increment 1 are due April 6, 2026, at 1:00 p.m. EST.
Purpose & Scope
The CTT program will replace the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor, enhancing battlefield distribution with advanced technologies like Predictive Logistics/Telematics, Advanced Driver Assistance Systems (ADAS), autonomy-ready, and drive-by-wire capabilities.
CTT Increment 1 seeks commercially available solutions for a Family of Vehicles, including:
- Load Handling System (LHS): 18.5-ton capacity, towing, optional Material Handling Crane.
- Line Haul Tractor (LHT): Tows up to 100,000 lbs.
- Tanker: 2,500-gallon fuel capacity, dispensing, towing.
- Wrecker: Recovers vehicles up to 62,000 lbs.
- Off Road Tractor (ORT): Tows 40-ton payload, 1 kW DC power.
- Cargo: Transports 8 pallets or 4 MLRS RPCs, storable MHC.
Desired attributes include mild-hybrid propulsion, modern vehicle architecture, modular/swappable cabs, global transportability, military/environmental compliance, and "Right to Repair" provisions.
Contract Details
Awards under this CSO will be structured as fixed-price (including fixed-price incentive fee) contracts. This may include FAR contracts (Part 12, Commercial Procedures), non-FAR agreements (10 U.S.C 4022), or Cooperative Agreements (31 U.S.C. 6305). The CSO is active through April 2032, with Increment 1 having a 5-year base period. This opportunity is open to all responsible sources, including Nontraditional Defense Contractors and small businesses.
Submission & Evaluation
The CSO process may involve a multi-phased approach: Phase 1 (written solution brief), Phase 2 (presentation), and Phase 3 (Request for Commercial Solution Proposal - CSP). For CTT Increment 1, offerors must submit a ten-page white paper (excluding title page and Rough Order Magnitude) outlining proposed commercial solutions and indicating leasing options. Initial Non-Recurring Engineering (NRE) should not be included in pricing.
Additional Notes
