All repair work must adhere to contractor's standard practices, manuals, and directives, including drawings, technical orders, and approved repair standards. Key requirements include:

  • Quality Assurance: ISO-9001, contractor responsibility for inspection, and adherence to original manufacturer's specifications. Government Source Inspection (GSI) is required.
  • Marking: Items must be physically identified in accordance with MIL-STD-130, REV N (for Communication Systems) and MIL-STD-129 (for Printed Wiring Boards).
  • Packaging: MIL-STD 2073 applies.
  • Mercury-Free Requirement: For Printed Wiring Boards, materials must be mercury-free and free from contamination, especially for use on submarines/surface ships. Written approval from the Contracting Officer is required if metallic mercury is a functional part.

Contract Details

This is an RFQ for repair, with the resultant award issued bilaterally. The Government intends to add an option for increased quantity.

  • Pricing: Quotes must include Unit Price, Total Price, and Repair Turnaround Time (RTAT). Offerors must specify if they can meet the Government's required RTAT or provide capacity constraints.
  • Beyond Repair (BR/BER): A T&E fee/price for items determined BR/BER will be negotiated, not to exceed a specified amount.
  • Performance: Accelerated delivery is encouraged. All freight is FOB Origin.
  • Penalties: Failure to meet the required RTAT will incur a price reduction per unit/per month, up to a maximum specified by the contractor, unless the delay is excusable.
