Contract Details
- Type: Firm Fixed-Price
- Awardee: Tel-Instrument Electronics Corp.
- Awarding Agency: Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (Dept Of Defense, DEPT OF THE NAVY)
- Award Date: May 4, 2026

Justification for Sole Source
This procurement was conducted on a sole-source basis under the authority of 10 U.S.C. 3204(a)(l) because Tel-Instrument Electronics Corp. is the only responsible source. They possess proprietary data rights and the technical data package for the test set and are unwilling to sell this data. Furthermore, they have no authorized distributors. Awarding to any other source would necessitate reverse engineering, which is estimated to cause an unacceptable twenty (20) month delay for critical FMS fleet requirements.
Market Research
Market research included internet searches and a Sources Sought notice posted on SAM.gov (July 22-27, 2025), which yielded no additional sources. A synopsis was also posted on SAM.gov (August 6-21, 2025), to which only Tel-Instrument Electronics Corp. responded, confirming their intent to submit a proposal. The Contracting Officer determined the anticipated cost to be fair and reasonable.
