Quick Summary

The Department of Energy (DOE), through its Office of Electricity (OE) and the National Laboratory of the Rockies (NLR), has issued a Solicitation for the Community Microgrid Assistance Partnership (C-MAP) Direct Funding Opportunity. This program aims to expand access to affordable energy, strengthen grid reliability, and bolster national security by supporting the development and enhancement of microgrid systems in rural and remote U.S. areas. Proposals are sought from eligible U.S.-based non-profit entities, governmental entities, and Tribes to address one of five specific topic areas. Proposals are due July 2, 2026.

Purpose & Scope

The C-MAP program provides direct funding, technical expertise, and educational resources to improve the affordability, reliability, and security of electricity in rural and remote areas. The solicitation targets existing or proposed microgrids facing challenges with cost, reliability, resilience, and/or power quality. Projects should focus on developing necessary materials and skills to secure future funding, rather than implementing new energy systems. Projects must target areas with populations of not more than 10,000, or specific U.S. business operations in remote/rural/island regions.

Five topic areas are available:

  • Regional Microgrid Coordination: Improve operations/development for separate microgrid power systems across multiple communities.
  • Microgrid Integration with Large Load Energy Consumers: Support collaboration between utilities and large industrial energy consumers.
  • Microgrid Development: Assist communities with detailed design efforts for new or major retrofit microgrid systems.
  • Microgrid Transformation: Equip communities to assess, design, and implement innovative improvements to operational microgrid systems.
  • Microgrid Assessment for Industrial or other Large Load Energy Consumers: Assist individual large energy consumers in developing/advancing microgrid systems.

Contract Details

  • Contract Type: Firm Fixed Price Subcontract.
  • Period of Performance: Up to 24 months, varying by topic area (12-24 months).
  • Estimated Total Funding: $2.5 million.
  • Maximum Award per Topic Area: Ranges from $200,000 (Topic Area 5) to $575,000 (Topic Area 1).
  • Eligibility: Not explicitly stated as a set-aside, but eligibility is restricted to U.S.-based non-profit entities (including energy cooperatives), state and local governmental entities, and federally recognized American Indian and Alaska Native Tribes and villages. Topic Area 5 requires a minimum 20% offeror price participation.

Submission & Evaluation

  • Technical Questions Due: May 28, 2026.
  • Proposal Due Date: July 2, 2026, 2:00 PM Mountain Time.
  • Submission Method: Electronic copies (PDF) in a compressed folder.
  • Evaluation Criteria: Best Value Selection, with 90% qualitative merit (technical factors) and 10% programmatic factors. Price is also a key factor.
  • Required Attachments: Include an Eligibility Verification form (Attachment 5), Community and Microgrid Specification (Attachment 3), and a Template Deliverable Schedule (Attachment 4).
