This notice seeks qualified local vendors to provide comprehensive transportation for personnel to and from the remote Nevada National Security Sites (NNSS) and other MSTS facilities from the Greater Las Vegas and Pahrump areas. This is for information and planning purposes only, not a solicitation. Responses are due May 8, 2026.
Scope of Work
MSTS requires vendors within a 100-mile radius of NNSS, with bus yards and buses located in the Clark County District and access to onsite bulk fueling. Services include:
- Commuter Services: Reliable, on-time, uninterrupted routes between NNSS, Greater Las Vegas, Indian Springs, Pahrump, Crystal, and other locations. Routes and schedules are subject to change, with MSTS providing notice for increases or decreases in service.
- Charter Services: On-demand transportation within Nevada and potentially neighboring states, and between NNSS, Las Vegas, and Pahrump. Charters require 3-day notice, and the OFFEROR must arrange driver accommodations for multi-day trips. Charter buses must be equipped with PA systems, DVD players, thumb drive capability, and video monitors. An ADA-compliant bus must be available.
- Call-Out Services: As-needed, 24-hour notice transportation for personnel to/from NNSS, modeled after commuter routes.
- Equipment: Over-the-road motor coaches (Prevost standard or equal) not exceeding five years old at award and eight years during performance. Commuter buses must be 56-passenger reconfigured to 48-passenger (equally spaced) within 60 days of award. Charter buses remain 56-passenger. All coaches require lavatories, Wi-Fi, and HVAC. They must comply with EPA emissions and Federal Motor Vehicle Safety Standards (FMVSS). OFFEROR must hold a Nevada Certificate of Public Convenience and Necessity (CPCN).
- Communication: A two-way communication system for dispatch and motor coaches with comprehensive coverage, including designated repeater locations. A draft plan is required with the proposal.
- Maintenance & Cleaning: Strict daily cleaning and disinfection protocols for interiors, including lavatories. Exterior washing before Monday service.
- General Requirements: A written Management Plan covering contingencies (e.g., breakdowns, overloads, "Protection Bus"), passenger transfer, dispatch, maintenance, regulatory compliance, operator training, rules of ridership, medical emergencies, and an Emergency Evacuation Contingency Plan. Operators must ensure all passengers are seated. MSTS-generated tickets are required for boarding; no cash fares.
