Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Compliance Analysis Services to Tooele Army Depot (TEAD) to ensure compliance with the Environmental Protection Agency (EPA) Safe Drinking Water Act (SDWA) and other applicable Federal, State of Utah, and local drinking water and soil contamination regulations. The goal is to ensure the safety and potability of the drinking water supply and soil surrounding operations, protecting health and well-being, and preventing legal liability.

• Provide certified laboratory analysis for Government-provided water and soil field samples.

• Perform analysis for a comprehensive list of contaminants, including but not limited to: Bacteriological, Inorganics and Metals, Lead and Copper, Nitrate and Nitrite, Pesticides, Disinfection Byproducts, Sulfates, Synthetic Organic Chemicals (SOCs), Radiological, Volatile Organic Compounds (VOCs) (with expertise in Trichloroethylene - TCE), Semi-Volatile Organic Compounds (SVOCs), Total Petroleum Hydrocarbons (TPH), RCRA 8 Metals, and Polychlorinated Biphenyls (PCBs).

• Provide all necessary personnel, equipment, supplies, tools, materials, and supervision.

• Provide sampling containers, packaging, labels, and chemical preservatives.

• Maintain a laboratory facility certified by the State of Utah, located within 50 miles of TEAD.

• Comply with all applicable State, Federal, and Army safety and environmental regulations.

• Primary performance standard: Delivery of certified, accurate laboratory analysis reports within two (2) weeks of sample receipt.

• On-time compliance for analysis reports: 95% per month.

• All analysis must be conducted at the Contractor's Utah-certified laboratory.

• Acceptable Quality Levels (AQL) are specified for various tasks, generally requiring 100% compliance and zero deviation from standards.

• Period of Performance (POP): One (1) initial 12-month period with four (4) subsequent 12-month option years.

• Place of Performance: Contractor's facility.

• Contractor must provide a Work Plan and a Quality Control Plan (QCP) at the time of proposal.

• Personnel may require active security clearances.

• Contractor must comply with installation access control, background check, and physical security requirements.

• Adherence to Operations Security (OPSEC) requirements.

• Compliance with environmental regulations, including air, water, storm water, hazardous materials, and solid waste management.

• Contractor must provide a job hazard analysis for each major phase of work.

• Contractor must report labor hours via the System for Award Management (SAM) Service Contract Report (SCR).

• Government will provide field samples, collection equipment, vehicles for transport, and certain supplies.

• Deliverable Identification: Each deliverable is identified by an "A.00#" reference, its name, and the corresponding PWS paragraph.
• Submission Frequency: Specifies when each deliverable is due (e.g., "At the time of proposal," "Within thirty (30) days upon completion of each option period or Task Order," "Immediately whenever it becomes aware").
• Quantity: Indicates the number of copies required (typically "One (1)").
• Medium/Format: Details the required submission method, primarily "Electronic delivery via email using Microsoft Office Word, Excel, Power Point, or PDF."
• Submission To: Identifies the recipient, such as the "Contracting Officer" or "Contracting Officer through the Contracting Officer's Representative."
