Purpose & Scope of Work
The requirement is for certified laboratory analysis of Government-provided field samples (water and soil) to confirm safety and demonstrate regulatory compliance with the EPA Safe Drinking Water Act and other Federal, State of Utah, and local regulations. The contractor will perform routine testing for a comprehensive list of contaminants, including Bacteriological, Inorganics and Metals, Lead and Copper, Nitrate and Nitrite, Pesticides, Disinfection Byproducts, Sulfates, Trihalomethane, Haloacetic Acids, Volatile Organic Compounds (VOCs), Trichloroethylene (TCE), Semi-Volatile Organic Compounds (SVOCs), Total Petroleum Hydrocarbons (TPH), RCRA 8 Metals, and Polychlorinated Biphenyls (PCBs). The service supports TEAD in meeting State and Federal regulatory requirements.
Contract Details & Requirements
This is a Sources Sought Notice for market research purposes only; it is not a solicitation. The intention is to procure this service competitively, and based on responses, the requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered.
- NAICS Code: 541380 (Environmental Consulting Services) with a Small Business Size Standard of $19,000,000.
- Product Service Code: F103 (Water Quality Support Services).
- Period of Performance: Anticipated one (1) initial 12-month period with four (4) subsequent 12-month option years.
- Place of Performance: Contractor's facility, which must be certified by the State of Utah and located within a 50-mile driving distance of Tooele Army Depot, UT.
- Performance Standards: Certified analysis reports are required within two (2) weeks of sample receipt, with a 95% on-time compliance rate.
- Special Requirements: Contractors must provide a Work Plan and Quality Control Plan (QCP) at the time of proposal (if a solicitation follows), comply with installation access and security requirements, and adhere to OPSEC and environmental regulations. The Government will provide field samples and collection equipment.
