Evaluation
Phase I will involve the evaluation of Technical Proposals based on criteria described in the solicitation. Phase 2 down-selects will be subject to a Project Labor Agreement (PLA) requirement, in accordance with RFO Provision 52.222-33 and Clause 52.222-34.
