Evaluation
The Government will evaluate Phase I - Technical Proposals based on the criteria described in the solicitation. Phase 2 down-selects will be subject to a Project Labor Agreement (PLA) requirement, as per RFO Provision 52.222-33 and Clause 52.222-34.
