Amendment / Modification

This document is Amendment 4, republishing the original BAA FA8750-21-S-7003 to incorporate previous amendments and introduce new changes. Key updates include:

• Part I, Overview Information:
  • Added an FY25 white paper submission date.
  • Updated language regarding the types of instruments that may be awarded.
• Part II, Full Text Announcement:
  • Updated the Assistance Listing number (formerly CFDA number).
  • Updated the DCSA website reference in Section III.2.b.2.
  • Added language regarding responsible sources in Section IV.
  • Added the FY25 white paper submission date in Section IV.1.
  • Added a paragraph regarding S&T Program Protection requirements in Section V.2.b.2.
  • Updated the certified cost and pricing data threshold for small businesses and nontraditional contractors in Section V.4.
  • Updated proposal formatting language in Section VI.1.
  • Updated debriefing language in Section IV.3.
  • Updated provisions in Section VII.
  • Updated the OMBUDSMAN information in Section VII.

Multiple sections across Part I and Part II have been updated, including Overview Information, Full Text Announcement, Technology Requirements, Award Information, Eligibility Information, Application and Submission Information, Application Review Information, Step Two Information, and Agency Contacts.

• The FY25 white paper submission date is now September 30, 2024.
• Proposal formatting instructions have been updated in Section VI.1.
• Debriefing procedures have been updated in Section IV.3.
• S&T Program Protection requirements are now detailed in Section V.2.b.2.
• The certified cost and pricing data threshold for small businesses and nontraditional contractors has been updated in Section V.4.

This modification republishes the original announcement (BAA FA8750-21-S-7003) to incorporate previous amendments and introduces the following changes:

• Part I - Overview Information: Adds a white paper due date for FY24.
• Part II - Full Text Announcement:
  • Section I: Removes the "Shared Context Planning" focus area and adds the "Contested Logistics within Shared Context Planning" focus area.
  • Updates the bibliography.
  • Section IV.1: Adds a white paper due date for FY24.
  • Section IV.2: Amends the white paper length from 7 pages to 5 pages.
  • Section IV.f.5: Removes the last sentence regarding options.
  • Section IV.1: Updates proposal formatting language.
  • Section VI: Updates provisions.

Parts I, II (Sections I, IV.1, IV.2, IV.f.5, IV.1), and VI of the announcement have been affected.

• A new white paper due date for FY24 has been added (01 MAR 2023, 8 AM EST).
• The maximum page length for white papers has been reduced from 7 pages to 5 pages.
• Proposal formatting language and provisions have been updated.
