Submission & Evaluation
Offerors must submit signed copies of the solicitation with representations filled in, unit prices and amounts for each CLIN, the total amount, and pictures of each item for technical review. Evaluation will be based on Lowest Price Technically Acceptable (LPTA). Technical acceptance, requiring a complete understanding of the Statement of Need, will be evaluated first, followed by price.
