This document is a Market Survey conducted by the Program Executive Office Ground Combat Systems (PEO GCS) to assess U.S. industry interest and manufacturing capability for Composite Rubber Track (CRT) systems. The CRT is intended for heavy combat vehicles (40-45 Tons), specifically for the Armored Multi-Purpose Vehicle (AMPV) platform, to replace its current T-161 track system. The survey also seeks information on supplemental kits and logistics support.

• Scope: The government is interested in CRT systems, including LH and RH tracks, single/double support rollers, track adjusting links, sprockets, idlers, track guards, shock guards, and installation tools.

• Purpose: This is for planning and informational purposes only and is NOT a solicitation, RFP, or RFQ. No award will be made based on this notice.

• Data Availability: A complete Technical Data Package (TDP) and Performance Specification are not currently available.

• Voluntary Participation: Participation is voluntary, and the U.S. Government (USG) will not reimburse contractors for any costs incurred.

• Content: Respondents are asked to provide information on their experience and ability to produce a CRT system capable of enabling complete mobility for heavy ground combat vehicles.

• Data Marking: Proprietary data must be clearly marked as "PROPRIETARY" with explanatory text. The USG will protect qualifying trade secrets and confidential information.

• Format: Responses should be in an easily accessible and searchable electronic format, with font size no smaller than 12. Responses should address specific questions provided in the survey.

• Submission Method: Electronically via DoD SAFE to specified contacts (Ms. Natalie O'Reilly and Mr. Dale Pement).

• Deadline: Responses are due no later than 5:00 pm EST on Friday, 29 November 2024.

The survey includes detailed questions covering:

• Administrative Information: Company details, UEI, business type.

• Point of Contact: Information for the primary contact.

• Manufacturing Experience: Production capabilities, processes, facilities, capacity, and experience with CRT and associated components.

• Engineering, Technical Data, and Intellectual Property: Experience with track system modifications, drawing development (MIL-STD-31000B), and intellectual property rights (Unlimited Rights, Government Purpose Rights, Limited Rights).

• Test Experience: Independent and USG-witnessed CRT testing, product support during testing.

• Contractor Business Systems: Willingness for fixed-price contracts, contract length, desired arrangements, DCMA oversight, recent DoD contracts, contract financing, property accountability, facility clearance, customer base, and subcontractor turnover.

• Quality Assurance: Experience with industry QA/QC systems (ISO 9001, AS9100), continuous improvement, subcontractor QA, problem-solving processes, PQDR/SDR knowledge, arsenal/depot experience, advanced manufacturing, and PPAP.

• Logistics: Experience developing logistics products, executing logistics activities, spare/repair parts procurement, inventory management, and care of supplies in storage.

• Respondents should be aware that any subsequent solicitation for AMPV CRT requirements may include the "Trade Agreements-Basic (JAN 2023)" clause.
