Quick Summary

The U.S. Army Corps of Engineers, Jacksonville District, is conducting a Sources Sought Synopsis for preliminary planning purposes for a potential Firm Fixed Price (FFP) contract. This effort seeks interest and capabilities from the construction community, including small businesses, for the Comprehensive Everglades Restoration Plan (CERP) Indian River Lagoon South (IRL-S) C-44 Reservoir and Stormwater Treatment Area (C-44 RSTA) Seepage Management Feature - Relief Wells Contract A in Martin County, Florida. This is not a solicitation, and no contract will be awarded from this synopsis. Responses are due by February 26, 2026, at 2:00 PM EST.

Scope of Work

The project involves constructing approximately 126 pre-designed groundwater pressure relief wells adjacent to the C-44 Reservoir site. The work includes:

  • Construction of 126 relief wells, approximately 60 ft deep, with 10-inch diameter stainless steel risers and high-flow screens in 18-24 inch boreholes.
  • Documenting construction, development, and pump testing of all wells.
  • Managing borehole wall stability in varied subsurface conditions (clayey/silty sands, loose/dense sands, limestone/sandstone, shells).
  • Constructing surface protection, access, and discharge features for each well into the adjacent canal, including 4-ft diameter manholes and 12-inch pipes terminating at concrete headwalls.

Specific Project Challenges include managing variable groundwater levels, ensuring well testing within 5 days of construction, and completing outfall construction within 14 days of excavation and 60 days of well completion. The estimated magnitude of construction is between $25,000,000 and $50,000,000, with an anticipated performance period of 1060 calendar days.
