• Responses to the questions indicate that no changes are being made to the current solicitation regarding the staffing approach for Output #3 or the application of FOIA Exemption 4 to Attachment 1.

• All other Terms, Conditions, and Line Items remain the same as the original solicitation.

Amendment / Modification

This amendment (0001) to solicitation 15BFA026R00000004 extends the solicitation closing date/time to June 12, 2026, at 14:00 CT US/Central.

It also adds the following sections and attachments:

• H.15 - Transition of Services and Continuity of Care

• H.16 - Quality Assurance Plan (QAP)

• Attachment 11 - Quality Assurance Plan

• Clause 52.222-90 - Addressing DEI Discrimination by Federal Contractors (APR 2026)

• Section H: Special Contract Requirements (added H.15 and H.16)

• Section I: Contract Clauses (added 52.222-90 by reference)

• Section J: List of Attachments (added Attachment 11)

• The proposal submission deadline has been extended to June 12, 2026, 14:00 CT US/Central.

• Offerors must acknowledge receipt of this amendment.

Solicitation / RFP / RFQ

This solicitation is for Comprehensive Medical Services for the Federal Medical Center (FMC) Carswell in Fort Worth, Texas. The Federal Bureau of Prisons (BOP) is procuring these services.

Services are to be provided in accordance with the Performance Work Statement (PWS), which is detailed in Attachment 2. The PWS outlines various output requirements, including:

• Inpatient and outpatient facility services.

• Professional services (e.g., physician services, specialty clinics).

• Hemodialysis services.

• Chemotherapy services.

• Submission of properly-priced invoices.

• Management of medical records.

• Maintenance of open communication channels.

• The contract will be a Firm Fixed Price, indefinite delivery/requirements type contract.

• It includes a 12-month base period and four 12-month option periods, with an additional extension option under FAR 52.217-8.

• NAICS Code: 622110, Size Standard: $47M.

• Proposals are to be submitted electronically via email in PDF format to hmendenhall@bop.gov and BOP-ADM-FAO-CMS-S@bop.gov.

• Proposals must be received by the due date and time specified in Block 9 of the Standard Form (SF) 33.

• The proposal must be submitted in three separate volumes: Technical Proposal, Past Performance Proposal, and Business Proposal.

• Evaluation will be based on Price, Technical, and Past Performance factors, with non-price factors combined being approximately equal to price.

• Key deadlines and submission instructions are detailed in Section L.

• No specific set-aside requirements are mentioned in the initial cover letter or solicitation form.

• Funds are not presently available for this solicitation; no award will be made until funds are confirmed.

• The Government reserves the right to cancel the solicitation at any time.

• All communications regarding the RFP must be made in writing to the Contracting Officer (CO).

• Offerors must be registered in the System for Award Management (SAM) database.
