This document provides responses to vendor questions regarding the solicitation, specifically addressing the inclusion of certain services and the disclosure of pricing information.

• Institution-Based Services: The government will not add Endocrinology, Optometry and Low Vision Optometry, Sleep Study Services, Speech Pathology, Laboratory Director Services, and Day Shift Physician Services to the current solicitation, as these were not included in the original request.

• Pricing Disclosure: The government intends to release successful offerors' unit pricing (including discount/premium percentages) for the base year and option years, as per FAR Deviation 15.207-2. This includes items, quantities, and stated unit prices, unless listing them is impracticable, in which case the total contract price will be provided.

• Confidentiality of Pricing: The vendor raised concerns that releasing unit pricing, which includes proprietary trade secrets, overhead, administration, and profit, would violate FOIA Exemption 4 and cause substantial harm to their competitive position. They argued that this information is customarily and actually treated as private.

• The government has stated that no changes will be made to the solicitation or Attachment 1: Contract Pricing & Subcontract Certification regarding the pricing disclosure policy. Offerors who object to the release of their unit pricing information should not submit a proposal.

Amendment / Modification

This amendment (0001) modifies the solicitation by:

• Adding Section H.16 - Quality Assurance Plan (QAP).

• Adding Attachment 11 - Quality Assurance Plan.

• Incorporating clause 52.222-90 - Addressing DEI Discrimination by Federal Contractors (APR 2026).

• Extending the solicitation closing date/time to 06/03/2026 at 14:00 America/New York.

• Section H - Special Contract Requirements (addition of H.16 QAP).

• Section I - Contract Clauses (incorporation of 52.222-90).

• Section J - List of Attachments (addition of Attachment 11).

• The proposal submission deadline has been extended to 06/03/2026 at 14:00 America/New York.

Solicitation / RFP / RFQ

This solicitation is for Comprehensive Medical Services for the Federal Medical Center (FMC) Fort Worth, Texas. The Federal Bureau of Prisons (BOP), Field Acquisition Office, is issuing this Request for Proposal (RFP).

Services are to be provided in accordance with the Performance Work Statement (PWS), detailed in Attachment 2. Key outputs include:

• Providing inpatient and outpatient facility services conforming to community standards and applicable laws.

• Providing professional services conforming to community standards and applicable laws.

• Submitting properly-priced invoices for services rendered.

• Managing medical records to promote continuity of care while observing information release restrictions.

• Maintaining open communication channels.

• Contract Type: Indefinite delivery/requirements type contract with firm-fixed unit prices.

• Period of Performance: 12-month base period and four 12-month option periods, with potential extension options.

• NAICS Code: 622110

• Size Standard: $47M

• Proposals are due by 14:00 ET on May 20, 2026.

• Proposals must be submitted electronically via email to kmfisher@bop.gov and BOP-ADM-FAO-CMS-S@bop.gov in PDF format, with attachments totaling less than 14 MB.

• Evaluation Factors: Price, Technical, and Past Performance. Non-price factors combined are approximately equal to price.

• Technical evaluation will be based on demonstrated approach, diversity of services, proximity of providers, and enhancements.

• Past performance will be evaluated based on relevancy, quality, timeliness, management, small business utilization, and regulatory compliance.

• Price proposals will be evaluated to determine the lowest price, with pricing methodology based on Medicare benchmarks.

• Offerors must be registered in the System for Award Management (SAM) database.

• Specific requirements regarding citizenship, residency, and background investigations for contractor personnel are detailed.

• Funds are not presently available for this solicitation; award is contingent upon fund availability.

• The Government reserves the right to cancel the solicitation at any time.

• All communications regarding the RFP must be in writing to the Contracting Officer.

• Offerors are cautioned against discussing offer preparation with Government technical personnel.
